The Council met in a regular session with the following:

COUNCILMEMBERS ABSENT: None
OFFICERS PRESENT: Lee Woodward, City Secretary
SPECIAL SESSION [5 :30 PM]
1. CALL TO ORDER
Mayor Woodward called the meeting to order at 5:31 pm.
2. INVOCATION AND PLEDGES - Councilmember Johnson gave the invocation.
3. PUBLIC COMMENT
There was no public comment.
4. EXECUTIVE SESSION
a. City Council will convene in closed session as authorized by Texas Government Code, Chapter 551,
Section 551.074 - personnel matters to deliberate the appointment, employment, evaluation,
reassignment, duties, discipline, or dismissal of an Interim City Manager. [Mayor Woodward]
Mayor Woodward adjourned the Council into Executive Session at 5:32 p.m.
5. RECONVENE
a. Presentation, discussion, and possible action to enter into a contract with Texas First Group Replacement
Service, Inc., to provide personnel appropriate to handle the responsibilities of Interim City Manager for
the City of Huntsville, Texas. [Mayor Woodward]
Mayor Woodward reconvened the meeting at 6:03 p.m.
Councilmember Olson made a motion to allow the Mayor to enter into a contract with Texas First Group
Replacement Service, Inc., appointing Chuck Pinto as the Interim City Manager. Councilmember Humphrey
seconded the motion. The motion passed unanimously, 9 -0.
b. Presentation, discussion, and possible action to approve Resolution 2012 -21 to amend Resolution 2009-
04, Section 5, reassigning signatory designees for the Neighborhood Stabilization Program (NSP). [Dr.
Sherry McKibben, Community Development Specialist]
Dr. Sherry McKibben, Community Development Specialist, noted that former City Manager BiII Baine had been
granted signing authority for the NSP grant and that this now needed to be reassigned.
Councilmember Johnson made a motion to approve Resolution 2012 -21. Councilmember Montgomery seconded
the motion. The motion passed unanimously, 9 -0.
6. MEDIA INQUIRIES RELATED TO MATTERS ON THE AGENDA
7. ITEMS OF COMMUNITY INTEREST
The Mayor reminded the public to vote daily for the orchard competition at communitiestakeroot.com. He also urged
citizens to take the City Survey in The Huntsville Item or online. Councilmember Fitch announced there would be
several graduations at the university this weekend and warned of increased traffic in the area. Councilmember
Humphrey gave a reminder about the May 15 proclamation for Women's Health Week. Kimm Thomas, Director of
Tourism and Cultural Arts, discussed the Tourism Week events and tours for the coming week.
The Mayor introduced Chuck Pinto as the Interim City Manager.
8. ADJOURNMENT
Mayor Woodward adjourned the meeting at 6:10pm.
