WHEREAS, the City of Huntsville intends to make certain improvements to the Huntsville
Municipal Airport: and
WHEREAS, the general description of the project is described as: replacing the MIRL, various
pavement improvements to the runway, taxiway, and apron, installing fence, and all related
design and engineering; and
WHEREAS, the City of Huntsville intends to request financial assistance from the Texas
Department of Transportation for these improvements; and
WHEREAS, total project cost are estimated to be $3,440,000, and the City of Huntsville will be
responsible for 10% of the total costs currently estimated to be $344,000; and
WHEREAS, the City of Huntsville names the Texas Department of Transportation as its agent
for the purposes of applying for, receiving and disbursing all funds for these improvements and
for the administration of contracts necessary for the implementation of these improvements.
NOW, THEREFORE, BE IT RESOLVED, that the City of Huntsville hereby directs its City
Manager to execute on behalf of the City of Huntsville, at the appropriate time, and with the
appropriate authorizations of this governing body, all contracts and agreements with the State
of Texas, represented by the Texas Department of Transportation, and such other parties as
shall be necessary and appropriate for the implementation of the improvements to the
Huntsville Municipal Airport.

Issue /Item Description:
Consider a resolution for improvements to the Bruce Brothers Huntsville Regional Airport with
financial assistance from the Texas Department of Transportation and approving the Texas
Department of Transportation as the City of Huntsville's agent for the improvements.
Background:
The City has submitted a request to the Texas Department of Transportation (TXDoT) for
improvements at the airport. These improvements are described as replacing the runway
lighting, various pavement improvements to the runway, taxiway, and apron, installing fence,
and all related design and engineering. The improvements will be funded 90% by the state with
a 10% commitment by the City. The funding match for the City has been programmed in the FY
11 -12 budget and in the CIP for FY 12 -13.

The resolution will commit the City to its portion of the funding and allow TXDoT to serve as the
City's agent for the contracting and administration of the project. Once this resolution is
approved, TXDoT will take the projects to the Transportation Commission for approval. TXDoT
will then select an engineer for the project with the City's input and design will begin. The
design should be completed within the next 12 months with construction to begin shortly
thereafter.
Facts to Consider:
• This resolutions approves the project, commits the City to its 10% match and authorizes
TXDoT to proceed with the project
• Improvements will be made to the paving at the airport and other updates to improve
safety for air traffic coming to Huntsville
• The source of this funding has not been impacted by the recent problems with FAA funding
Fiscal Impact /Funding Source(s):
The total project cost is $3.44 million. 90% of this will be funded by TXDoT, with the City
funding $344,000. $64,000 is scheduled to be funded in FY 2011 -12 and the remainder,
$280,000, funded in FY 12 -13 from General Fund transfers.
