MINUTES FROM THE HUNTSVILLE CITY COUNCIL REGULAR MEETING HELD ON THE 2 DAY OF OCTOBER 2018, IN THE
CITY HALL, LOCATED AT 1212 AVENUE M, IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS, AT 6:00 P.M.
The Council met in a regular session with the following:
COUNCILMEMBERS PRESENT: Andy Brauninger, Joe Emmett, Ronald Allen, Keith D. Olson, Paul Davidhizar, Clyde D. Loll, Joe
P. Rodriquez, Tyler McCaffety
COUNCILMEMBERS ABSENT: Tish Humphrey
OFFICERS PRESENT: Aron Kulhavy, City Manager; Lee Woodward, City Secretary; Leonard Schneider, City Attorney

CALL TO ORDER – Mayor Brauninger called the meeting to order at 6:00 p.m.
INVOCATION AND PLEDGES

Councilmember Loll gave the invocation and Lynlee Khlon of HISD led the pledges.

2. CONSENT AGENDA
Public Comments will be called for by the presiding officer before action is taken on these items. (Approval of Consent
Agenda authorizes the City Manager to implement each item in accordance with staff recommendations. An item may
be removed from the Consent Agenda and added to the Statutory Agenda for full discussion by request of a member
of Council.)
a. Approve the minutes of the City Council meeting held on September 18. \[Lee Woodward, City Secretary\]
b. Authorize the City Manager to renew the annual software maintenance with Tyler Technologies for Finance and
Public Safety. \[Bill Wavra, IT Director\]
Mayor Pro Tem Olson moved to approve the consent agenda; the motion was seconded by Councilmember McCaffety. The
motion was adopted, 8-0.
3. CITY COUNCIL/CITY MANAGER/CITY ATTORNEY
a. Presentation, discussion, public comment, and possible action to continue adopting Ordinance 2019-03, amending
the traffic schedule to ratify No Parking signs on Boettcher Drive between Sam Houston Avenue and Old Houston
Road, first reading. \[Y.S. “Ram” Ramachandra, City Engineer; Kevin Lunsford, Police Chief\]
First reading, no action taken.
b. Presentation, public comment, discussion, and possible action to adopt Ordinance 2019-01 approving a
recommended settlement with Entergy Texas, Inc., first reading. \[Leonard Schneider, City Attorney\]
Councilmember Rodriquez moved to suspend the rules per the provision in the City Charter, waiving the requirement for a
second reading, and approve Ordinance 2019-01 approving a recommended settlement with Entergy Texas, Inc.; the motion
was seconded by Mayor Pro Tem Olson. The motion was adopted, 8-0.
4. REQUESTS FOR CITIZEN PARTICIPATION
An opportunity for citizens to be heard on any topic and for the City Council to participate in the discussion. No action will be
taken.
No requests were received by noon on Tuesday, September 25, 2018.
5. MEDIA INQUIRIES RELATED TO MATTERS ON THE AGENDA
No media inquiries were made.
6. ITEMS OF COMMUNITY INTEREST
(Hear announcements concerning items of community interest from the Mayor, Councilmembers, and City staff, for
which no action will be discussed or taken.)
Mayor Brauninger reminded citizens that voter registration is open until October 9 for this fall’s election. He also congratulated
Kooter Robinson at KSAM, who is celebrating 48 years on the radio this month.
Mayor Pro Tem Olson shared Councilmember Humphrey’s challenge to her fellow Councilmembers to donate to the Dolly Parton
Imagination Library.
Councilmember Emmett encouraged residents to volunteer for Arise2Read, taking place in HISD elementary schools. More
information is available at Arise2Read.org.
Councilmember Davidhizar invited citizens to attend the 2018 State of the City being held from 5:30 to 7 p.m. Tuesday, October
30, at the Walker County Storm Shelter.

Councilmember Loll spoke about the 32 Charter amendments and four at-large Council positions on the November 6 ballot.

Councilmember Rodriquez pointed out that the 44 Annual Fair on the Square is this weekend and that thousands of visitors will
be in Huntsville. He encouraged residents to clean up around their businesses and homes and that, as a reward, there will be a
free concert Friday, October 5, featuring the bands The John Toland Trio and Rosenwall.
Councilmember McCaffety added that the Battle of the Piney Woods will take place at 1 p.m. Saturday at NRG Stadium, noting

the Bearkats will take on the Lumberjacks in their 93 meeting.
City Manager Aron Kulhavy introduced new Purchasing Agent Bob Pearce.

Mayor Brauninger adjourned the meeting without objection at 6:28 p.m.
