RESO 1982-08 - Grievance HearingsRESOLUTION NO. 82-1; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING THE PERSONNEL POLICIES OF THE CITY TO PROVIDE FOR PERSONAL SERVICE OF NOTICE OF GRIEVANCE HEARINGS; AND MAKING OTHER FINDINGS AND PROVISIONS RELATED THERETO. WHEREAS, the City Council did establish certain personnel policies by Resolution 80-30; and WHEREAS, on April 5, 1982, the citizens of the City voted to amend the City Charter to alter the grievance procedure for employees; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, that: Section 1. Chapter 13, Grievance Procedures, of the Personnel Policies of the City of Huntsville is hereby amended by its repeal of 5 13.4 (4) as presently constituted, and by the adoption of a new 5 13.4 (4) that shall read as follows: Chapter 13. Grievance Procedures . . . Section 4. Appeal to City Council . . . .4 Notice of the hearing date will be given to the employee either by personal service or by certified mail, return receipt requested, through the City Secretary at least five (5) days prior to the hearing date. Section 2. The City Manager is further directed to delete all crossreferences to Ordinance 79-3 found in said policies. Section 3. (Provides Police Depart- ment Promotional Policies.) None 5 -04 -82 Councilmember Monday made the motion to approve the proposed amendments to the classification and pay plan and the Personnel Policies to accommodate the newly proposed reorganization as presented by the City Manager in his April 27, 1982 memorandum and Councilmember Brown seconded the motion. Councilmember Monday amended her motion to make this plan effective the next pay period and Councilmember Brown seconded the motion. Funds to come from General, Water and Sewer and Sanitation Funds as outlined by the City Manager. None 4 -13 -82 Councilmember Monday made the motion to approve the reclassification• and budget adjustments for the Finance, Accounting and Data Processing Divisions and Council- member Corley seconded the motion. 82 -8 4 -13 -82 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING THE PERSONNEL POLICIES OF THE CITY TO PROVIDE FOR PERSONAL SERVICE OF NOTICE OF GRIEVANCE HEARINGS; AND MAKING OTHER FINDINGS AND PROVISIONS RELATED THERETO. 82 -3 3 -09 -82 A RESOLUTION OF THE CITY OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING AND ADOPTING PERSONNEL POLICIES; AND MAKING OTHER PROVISIONS RELATED THERETO. (Provides for medical examinations; probationary period; overtime; compensa- tory time; longevity; social security; holidays; military leave; emergency leave and incapacity.) None 2 -02 -82 Councilmember Corley moved to approve the addition of one position to be classified as a working Clerk- Supervisor (Clerk III) for the Police Division at a cost of $7,914 for the balance of 1981 -1982 and Councilmember Monday seconded. -2- None 6 -23 -81 Councilmember Dowling made the motion to approve personnel allocations necessary to initiate the Engineering Design Department and the necessary budget changes and Councilmember Brown seconded the motion. Passed. 81 -13 6 -09 -81 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING THE PERSONNEL POLICIES TO REORGANIZE THE CITY ADMINISTRATION; AND MAKING OTHER PROVISIONS RELATED THERETO. (Provides adoption of new Personnel Policies dated December 2, 1980 and adopts new City Organization Chart.) 81 -12 6 -09 -81 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, ADOPTING A COMPREHENSIVE COMPENSATION PLAN; AND MAKING OTHER FINDINGS AND PROVISIONS RELATED THERETO. (Provides adoption as provided in memo from City Manager, dated May 29, 1981.) None 6 -02 -81 Councilmember Monday made the motion to approve Mr. Pipes' reorganization plan and Councilmember King seconded the motion. (Presented for action in Resolution form on 6 -9 -81) Council - member Corley made the motion to adopt reclassification and pay plan and Councilmember Dickens seconded the motion. (Presented in Resolution form on 6- 9 -81.) Both motions passed. None 5 -12 -81 Councilmember Brown made the motion to approve two new supervisory positions for the Police Division in exchange for two police officers positions which will be dropped and Councilmember McGlothen seconded the motion. Passed. 81 -4 3 -17 -81 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING ITS PERSONNEL RULES; MAKING OTHER PROVISIONS RELATED THERETO. (Provides Police Department Promotional Policies.)
