The Council met in a regular session with the following: COUNCILMEMBERS PRESENT: Andy Brauninger, Joe Emmett, Tish Humphrey, Ronald Allen, Joe P. Rodriquez, Tyler McCaffety, Keith D. Olson, Paul Davidhizar, Clyde D. Loll COUNCILMEMBERS ABSENT: None OFFICERS PRESENT: Aron Kulhavy, Interim City Manager; Lee Woodward, City Secretary; Richard B. Pecore, J.D., CMCO of Liles Parker, on behalf of Leonard Schneider, City Attorney MAIN SESSION \[6:00 p.m.\] CALL TO ORDER – Mayor Brauninger called the meeting to order at 6:00 p.m. INVOCATION AND PLEDGES U.S. Flag Texas Flag: Honor the Texas Flag. I pledge allegiance to thee, Texas, one state, under God, one, and indivisible. Councilmember Davidhizar gave the invocation and graduating children of City employees led the pledges. PROCLAMATIONS AND PRESENTATIONS - Spring 2018 Employee Scholarship Recipients - Public Works Week Proclamation - Hurricane Preparedness Month Proclamation - Huntsville Police Department Officer Recognition 1. CONSENT AGENDA Public Comments will be called for by the presiding officer before action is taken on these items. (Approval of Consent Agenda authorizes the City Manager to implement each item in accordance with staff recommendations. An item may be removed from the Consent Agenda and added to the Statutory Agenda for full discussion by request of a member of Council.) a. Approve the minutes of the City Council meeting held on May 1. \[Lee Woodward, City Secretary\] b. Authorize the Interim City Manager to enter into a contract to lease copy machines through the Harris County Department of Education Cooperative. \[Steve Ritter, Finance\] c. Authorize the purchase of handguns and related equipment for the Huntsville Police Department in the amount of $68,865.72, in accordance with the United States Department of Treasury Equitable Sharing Program guidelines. \[Chief Kevin Lunsford, Public Safety\] d. Authorize the Interim City Manager and City Attorney to execute the necessary documents to abandon the existing Drainage and Utility Easements and existing Utility and Access Easement filed in Volume 2, Page 189 of the Plat Records of Walker County, Texas, along with the existing City of Huntsville Utility Easement filed in Volume 368, Page 654 of the Deed Records of Walker County, Texas, on property located at 310 West Hill Park Circle & 163 IH 45 N. \[Janet Ridley, Interim City Planner\] Councilmember Loll moved to approve the consent agenda; the motion was seconded by Councilmember Davidhizar. The motion was approved, 9-0. 2. STATUTORY AGENDA a. Presentation, discussion, public comment, and possible action to consider awarding bid for the sale of property located at 1930 A Sam Houston Avenue, Property ID# 30286 (more specifically the front 0.102 acres). \[Aron Kulhavy, Interim City Manager\] Councilmember Allen moved to award the bid for the sale of property located at 1930 A Sam Houston Avenue, Property ID 30286 (more specifically the front 0.102 acres) to Area Management Services, Inc. in the amount of $25,000; the motion was seconded by Mayor Brauninger. Charles Smither, Jr. of Area Management Services, Inc. offered public comment. Councilmember Emmett moved the previous question, but did not receive a second and was not voted upon. The original motion failed, 2-7, Mayor Brauninger and Councilmember Allen voting in support. Mayor Pro Tem Olson moved to award the bid for the sale of property located at 1930 A Sam Houston Avenue, as it provides the best benefit for the taxpayers of the City, Property ID 30286 (more specifically the front 0.102 acres) to DSPI in the amount of $15,510; the motion was seconded by Councilmember Rodriquez. The motion was adopted, 7-2, Mayor Brauninger and Councilmember Allen voting against. b. Presentation, public comment, discussion, and possible action to consider adopting Ordinance 2018-20, converting the traffic movement along a segment of Avenue I from the existing two-way movement to a one-way movement, first reading. \[Ram Ramachandra, City Engineer\] First reading. No action necessary. 3. CITY COUNCIL/CITY MANAGER/CITY ATTORNEY a. Presentation, discussion, public comment, and possible action to consider the Mayor’s nomination of Rhonda Hanks to the H-GAC Solid Waste Management Committee. \[Mayor Brauninger\] Mayor Brauninger moved his nominee, Rhonda Hanks, to the H-GAC Solid Waste Management Committee. The motion was approved, 9-0. b. Presentation, discussion, public comments, and possible action to consider the Mayor’s nomination of Robbie Bryant to the Housing Authority Board. \[Mayor Brauninger\] Mayor Brauninger moved his nominee, Robbie Bryant, to the Huntsville Housing Authority Board of Directors. The motion was approved, 9-0. 4. REQUESTS FOR CITIZEN PARTICIPATION An opportunity for citizens to be heard on any topic and for the City Council to participate in the discussion. No action will be taken. None were received by noon on Tuesday, May 8, 2018. 5. MEDIA INQUIRIES RELATED TO MATTERS ON THE AGENDA There were no inquiries. 6. ITEMS OF COMMUNITY INTEREST (Hear announcements concerning items of community interest from the Mayor, Councilmembers, and City staff, for which no action will be discussed or taken.) Mayor Pro Tem Olson invited all to the HISD Choir Booster Club’s Mattress Sale fundraiser on June 2 from 10-5 at Huntsville High School. Councilmember Humphrey shared a CoH Clean Minute about keeping Home Sweet Huntsville clean and safe. This summer, consistently use mosquito repellent when outside, wear long sleeves and pants, and use air conditioning or make sure window screens will keep mosquitoes out of the home and other indoor environments. All Texans should pick up trash and dump out containers that could hold standing water in and around their homes, schools, outdoor recreation venues, and businesses to deny mosquitoes a place to lay their eggs. For more information, visit the Zika page on the City’s website or check out www.TexasZika.org. She also asked that everyone, and every business, pick up their own trash. Councilmember Allen said Huntsville Public Library will kick off their annual Texas Summer Reading Program with a party from 12:30 to 3:30 p.m. Saturday, June 9. This event is an opportunity to get signed up, print off reading logs, and get busy reading. The program is designed for all ages. For more information, log on to myHuntsvilleLibrary.com. Councilmember Loll reported the City of Huntsville Tourism and Cultural Services Department’s Scavenger Hunt continues through May 30, saying completed forms are due by noon May 30, to receive a luggage tag and certificate of completion and noting that all hunters will be entered into a drawing that will be held at noon May 31 in the Council chambers. He wished all good luck discovering the treasures of Huntsville. Councilmember Rodriquez spoke about the showing of the movie “Coco” at the End of School Flick & Float at the Frank D. "Poncho" Roberts Aquatic Center on Friday, May 18, at 9 p.m. Admission is free and the pool concession stand will be open. Bring your single person floats, camping chairs, and towels. Councilmember Davidhizar told citizens to head to the 2018 Huntsville Downtown Farmers Market for fresh produce and local crafts, from 8 a.m. to noon every Saturday through July, as well as October through November on University Avenue, between 11th and 12th Street. Many downtown shops and eateries will also open. Spend your summer Saturday mornings in downtown Huntsville. For more information, call (936) 291-5920. Councilmember McCaffety shared that the SHSU Bearkats baseball team will face off against the Texas A&M Aggies in College Station and hopefully be seeded in the upcoming playoffs. Mayor Brauninger introduced attorney Richard Pecore of Liles Parker, sitting in for the City Attorney tonight. 7.
