A RESOLUTION APPROVING AN APPLICATION FOR FUNDING THROUGH THE
TEXAS DEPARTMENT OF AGRICULTURE TEXAS CAPITAL FUND
MAIN STREET PROGRAM - 2002
Whereas, the City of Huntsville was selected as a 2001 Main Street City by the Texas Historical
Commission, and
Whereas, some areas of downtown Huntsville are blighted due to deteriorating and non -ADA
compliant infrastructure; specifically, the sidewalks along the 1200 block of University Avenue and
the intersections at 12th & University and 12th & Sam Houston, and
Whereas, the public sector is unable to adequately address these blighted areas at this time, and
Whereas, the Texas Capital Fund grant will alleviate blight within the downtown area,
THEREFORE BE IT RESOLVED by the City Council of the City of Huntsville as follows:
SECTION 1.
That the findings in the preamble of this resolution are true and correct.
SECTION 2.
The City Council has reviewed and hereby approves an application for improvement of the
sidewalks located along the both sides of the 1200 block of University Avenue and the curbs
at the intersection of Sam Houston Avenue and 12th Street.
Total Requested of State $150,000
Matching Funds from City $ 40,000
TOTAL GRANT BUDGET $190,000
SECTION 3.
The City Council has reviewed and hereby agrees to comply with all assurances executed in
connection with the application and, if funded the award.
SECTION 4.
The City Manager is hereby authorized and directed to act on the City's behalf in all matters
pertaining to this application.
SECTION 5.
The City Council has reviewed and hereby agrees not to participate in program income
recapture and will return all program income to the State to be placed in a statewide
Revolving Loan Fund to be used by the State to fund future economic development awards.
By agreeing to this measure, the city /county understands that it will be eligible to receive as
many Texas Capital Fund awards per program year as it has eligible projects.
This Resolution shall take effect immediately from and after the date of its passage.
