RESO 2004-13 - Approve DOJ Secure Our Schools grant for HHS video equipmentRESOLUTION NO. 2004-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS APPROVING A GRANT THROUGH SECURE OUR SCHOOLS ACT SPONSORED BY THE DEPARTMENT OF JUSTICE OFFICE OF COMMUNITY ORIENTED POLICING SERVICES IN AN AMOUNT OF $5,000 WITH A MATCH OF $5,000 (CITY $2,500 AND HISD $2,500) TO PURCHASE A VIDEO SYSTEM FOR HUNTSVILLE HIGH SCHOOL; AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE GRANT. WHEREAS The City of Huntsville and the Huntsville Independent School District (HISD) are united in striving to provide a safe and secure environment for students, staff, and authorized visitors on HISD school campuses; and WHEREAS The City of Huntsville Police Department and HISD in a collaborative effort have determined that the presence of cameras in the Huntsville High School would greatly enhance the effort to provide a safe and secure environment; and WHEREAS The City of Huntsville and HISD have applied for and been awarded a matching funds grant through the Secure Our Schools Act sponsored by the Department of Justice Office of Community Oriented Policing Services; and WHEREAS The $5,000 grant requires a matching $5,000 provided by the co- applicants; and WHEREAS The City Manager of the City of Huntsville and the Superintendent of HISD have each agreed through a Memorandum of Understanding to contribute $2,500 to reach the $5,000 matching funds; and WHEREAS A committee comprised of representatives from the City of Huntsville and HISD has researched several products to find the best system to fit the needs of the high school and recommend to the HISD Superintendent the purchase of a system from American Home Protection Systems; and WHEREAS The HISD Superintendent has authorized the committee to proceed with the purchase process; and WHEREAS The City Manager of the City of Huntsville has authorized and approved the acceptance of the $5,000 grant offered through the Secure Our Schools Act sponsored by the Department of Justice Office of Community Oriented Policing Services; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntsville, Texas approves purchase of a 16 channel CCTV system including a digital video recorder, 10 cameras, a color video monitor, and appropriate power supply units from American Home Protection, LLC of Lewisville, Texas in the amount of $9,872.21 and, furthermore, cites the following agreements: Section 1. The City of Huntsville will complete and submit programmatic reports and maintain the appropriate financial records. Section 2. Section 3. At or near the time of purchase, HISD will transfer funds in the amount of $2,500 to the City of Huntsville for completion of a transaction to purchase the approved equipment. After purchase, the cameras and recording system and all associated equipment will become the property of HISD, and HISD will bear the responsibility of maintaining the equipment.
