ORD 1982-03 - No Parking ZonesORDINANCE NO. 82 -3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS ESTABLISHING NO PARKING ZONES ALONG PORTIONS OF AVENUE 0, EASLEY CIRCLE, 10TH STREET AND 14TH STREET; RESTRICTING PARKING ALONG PORTIONS OF AVENUE M AND AVENUE 0; REVISING THE TRAFFIC SCHEDULE TO REFLECT SUCH CHANGES; REMOVING THE STOP INTERSECTION AT ELMWOOD AND NORMAL PARK; REGULATING TRAFFIC GENERALLY; MAKING OTHER PROVISIONS RELATED THERETO; PROVIDING A PENALTY; REPEALING INCONSISTENT ORDINANCES; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE HEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, that Section 1. The following described curb zones and areas are hereby designated as no parking zones: (a) Avenue 0, the east side, from 10th Street north to a point 400 feet north of 10th Street; (b) Avenue 0, the west side, from llth Street to 19th Street; (c) Easley Circle, both sides, from Hwy 19 to a point 440 feet east of Hwy 19; (d) 10th Street, both sides, from Avenue F to Avenue G; (e) 14th Street, the north side, from Avenue 0 to Avenue Q; and (f) 14th Street, the south side, from Avenue 0 to a point 300 feet west of Avenue 0. Section 2. The following described curb zones and areas are hereby designated as parallel parking only zones: Avenue 0, west side, from 10th Street to 464 feet north of 10th Street. Section 3. The following described curb zones and areas are hereby designated as a ten minute loading zone: Avenue M, the east side only, from a point 98 feet so th of the intersection of Avenue M and 22nd Street thence feet south to a point 198 feet south of the intersection of Avenue M and 22nd Street. Section 4. The intersection of Elmwood and Normal Park is not to be designated as a stop intersection. Section 5. The City Manager is hereby directed to cause the proper signs to be posted at the above designated locations. Section 6. It shall be unlawful for a driver of a vehicle to disobey the instructions of the signs placed in accordance with the provisions of this ordinance. Section 7. All traffic control devices heretofore placed ©o and currently maintained by the City of Huntsville, as noted on schedules I through XIII attached hereto, are hereby individually noted and affirmed, ratified and declared to be official traffic control devices of the City of Huntsville, Texas. Section 8. Any person, firm or corporation violating any provision of this Ordinance or failing to comply with any requirement of this Ordinance will be guilty of a misdemeanor and subject to a fine of up to two hundred ($200.00) dollars upon conviction. Each day during or upon which said person shall violate or continue violation of any provision of this Ordinance or non—compliance with any requirement of this Ordinance shall constitute a distinct and separate offense. The violation of any provision of this Ordinance or the failure to comply with any requirement of this Ordinance shall each constitute a distinct and separate offense. Section 9. If any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any reason held invalid or unconstitutional, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect any of the remaining provisions of this Ordinance. Section 10. All Ordinances and parts of Ordinances in conflict with the provisions of this Ordinance are hereby repealed; provided, however, that such repeal shall be only to the extent of such inconsistency and in all other respects this ordinance shall be cumulative of other Ordinances regulating and governing the subject matter covered by this Ordinance. Section 11. The City Secretary is hereby directed to cause the caption of this Ordinance to be published at least one time within twenty days. This ordinance shall take effect ten days after the date of such publication.
