AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE, TEXAS, AMENDING CHAPTER 2, ADMINISTRATION,
OF ITS CODE OF ORDINANCES, TO DEFINE EMPLOYEE GRIEVANCE
APPEALS APPEALABLE TO CITY COUNCIL; AND MAKING OTHER
PROVISIONS AND FINDINGS RELATED THERETO.
WHEREAS on April 16, 1982, the City's Charter was amended to restrict
personnel matters appealable to City Council through employee
grievance appeals; and
WHEREAS the City's Code of Ordinances should be amended to clarify such
action;
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, that:
Section 1: Subsection 21(f) of Chapter 2, Administration, of the Code of
Ordinances of the City of Huntsville, Texas, is hereby amended to
read:
(f) A grievance, for purposes of definition under the city's
grievance procedure and under these hearing procedures, shall be
defined as personnel matter relating to a disciplinary action
resulting in suspension without pay for five (5) working days or more
or resulting in termination after a proper appeal for relief to and a
subsequent decision by the city manager. The city council shall
review each grievance submitted for a council hearing to determine
whether the employee complaint is a grievance over which the city
council has appellate jurisdiction. The city council may request and
receive evidence, in a formal hearing or by written submission with
copies to all parties, on this single issue prior to considering the
appeal on its merits. The question of jurisdiction may be raised at
any time during the hearing process.
Section 2. This Ordinance shall take effect immediately from and after its
passage by City Council.

A RESOLUTION APPROVING THE AGREEMENT DATED January 15 , 19E5 ,
BETWEEN THE STATE OF TEXAS AND THE CITY OF Huntsville
FOR THE MAINTENANCE, CONTROL, SUPERVISION AND REGULATION OF
CERTAIN STATE HIGHWAYS AND /OR PORTIONS OF STATE HIGHWAYS IN THE
CITY OF Huntsville ; AND PROVIDING FOR THE EXECUTION
OF SAID AGREEMENT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF Huntsville_
SECTION 1. That the certain agreement dated CrAnu'ary 15 y /9k�
between the State of Texas and the City of Huntsville'
for the maintenance, control, supervision and regulation of certain
State Highways and /or portions of State Highways in the City of
Huntsville be, and the same is, hereby approved; and
that William U. Ntach Mayer is hereby authorized to execute said
agreement on behalf of the City of Huntsville and to
transmit the same to the State of Texas for appropriate action.
