ORD 1986-24 - Amending Ch 12 Motor VehiclesORDINANCE NO. 86 -24 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING CHAPTER 12, MOTOR VEHICLES AND TRAFFIC, OF ITS CODE OF ORDINANCES BY ESTABLISHING A NO PARKING ZONE ALONG THE WEST SIDE OF AVENUE J FROM 9TH STREET TO 10TH STREET; ESTABLISHING A SCHOOL SPEED LIMIT ZONE ALONG ALL OF SCHOOL ROAD; AND ESTABLISHING STOP SIGNS ON NEW COLONY ROAD AT TRINITY CUT OFF, PATRICK STREET AT TRINITY CUT OFF, EL ROAD AT TRINITY CUT OFF, SPROTT STREET AT TRINITY CUT OFF, ADAMS DRIVE AT TRINITY CUT OFF, GOODRICH ROAD AT EL ROAD, GOODRICH ROAD AT OLD COLONY ROAD, GOODRICH ROAD AT 11TH STREET, EL ROAD AT OLD COLONY ROAD, TRINITY CUT OFF AT OLD COLONY ROAD, RHODES DRIVE AT OLD COLONY ROAD, UTILITY STREET AT OLD COLONY ROAD, AND LEGION ROAD AT OLD COLONY ROAD; PROVIDING A PENALTY OF UP TO $200 PER DAY FOR CERTAIN VIOLATIONS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE PARKING ZONES; AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE HEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, that: Section 1: The following described curb zones and areas are designated as No Parking Zones: Street Name Side of Street Limits Avenue J West from 9th Street to 10th Street Section 2: The following described curb zones and areas are designated as School Speed Limit Zones: Street Name Speed Limit Area School Road 15 mph. All of School Road Section 3: The following described intersections are designated as Stop Intersections: On At New Colony Road Patrick Street El Road Sprott Street Adams Drive Goodrich Road Goodrich Road Goodrich Road El Road Trinity Cut Off Rhodes Drive Utility Street Legion Road Trinity Cut Off Trinity Cut Off Trinity Cut Off Trinity Cut Off Trinity Cut Off El Road Old Colony Road 11th Street Old Colony Road Old Colony Road Old Colony Road Old Colony Road Old Colony Road Section 4: Schedule III, No Parking Zones, Schedule V-A, School Speed Limit Zones, and Schedule VIII, Stop Intersections, of Chapter 12, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Huntsville, Texas shall be revised to reflect the amendments made by this Ordinance. Section 5: The City Manager is hereby authorized and directed to cause the posting of proper signs along the above described streets and parking zones. Section 6: It shall be unlawful for driver of a vehicle to disobey the instruction of the signs placed in accordance with the provisions of this Ordinance, unless at the time otherwise directed by a Police Officer. Section 7: Any person, firm, or corporation who shall violate any of the provisions of this Ordinance or who shall fail to comply with the same, shall be guilty of a misdemeanor and subject to a fine not exceeding two hundred dollars ($200.00). Each day during or upon which said person shall violate or continue violation of any provision of this Ordinance or non-compliance with any requirement of this Ordinance shall constitute a distinct and separate offense. The violation of any provision of this Ordinance or the failure to comply with any requirement of this Ordinance shall each constitute a distinct and separate offense. Section 8: If any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any reason held invalid or unconstitutional, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect any of the remaining provisions of this Ordinance. Section 9: All Ordinances and parts of Ordinances in conflict with the provisions of this Ordinance are hereby repealed; provided, however, that such repeal shall be only to the extent of such inconsistency and in all other respects this ordinance shall be cumulative of other Ordinances regulating and governing the subject matter covered by this Ordinance. Section 10: This ordinance shall take effect from and after ten (10) days from its passage by the City Council. The City Secretary is hereby directed to give notice hereof by causing the caption of this Ordinance to be published in the official City newspaper at least twice within ten (10) days after the passage of this Ordinance.
