ORD 1987-20 - Motor Vehicles & Traffic Ave J, Between 20th St. & Sam Houston Ave. 09-08-1987ORDINANCE NO. 87- 20 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING CHAPTER 12, MOTOR VEHICLES AND TRAFFIC, OF ITS CODE OF ORDINANCES, BY ESTABLISHING NO PARKING AT ANY TIME ON AVENUE J BETWEEN 20TH STREET AND SAM HOUSTON AVENUE; PROVIDING FOR STOP SIGNS AT THE INTERSECTIONS OF NORMAL PARK AND CROSSTIMBERS, WEST HILLS DRIVE AT HIGHWAY 30, WATKINS STREET AT RYANS FERRY ROAD, DICKEY STREET AT 7TH STREET, AND ELMWOOD AND PINE VALLEY; PROVIDING A PENALTY OF UP TO $200 PER DAY FOR CERTAIN VIOLATIONS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE PARKING ZONES; AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE HEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, that: Section 1: The following described curb zone and area is designated as a No Parking Zone: Street Name Side of Street Limits Avenue J Both From 20th Street to Sam Houston Avenue Section 2: The following described curb zones and areas are designated as Stop Intersections: Intersection On At Normal Park Crosstimbers West Hills Drive State Highway 30 Watkins Street Ryans Ferry Road Dickey Street 7th Street Elmwood Pine Valley Section 3: Schedule III, No Parking Zones, and Schedule VIII, Stop Intersections of Chapter 12, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Huntsville, Texas, shall be revised to reflect the amendments made by this Ordinance. Section 4: The City Manager is hereby authorized and directed to cause the posting of proper signs along the above described streets and parking zones. Section 5: It shall be unlawful for a driver of a vehicle to disobey the instructions of the signs placed in accordance with the provisions of this Ordinance, unless at the time otherwise directed by a police officer. Section 6: Any person, firm, or corporation violating any provisions of this Ordinance or failing to comply with any requirement of this Ordinance will be guilty of a misdemeanor and subject to a fine of up to Two Hundred Dollars ($200.00) upon conviction. Each day during or upon which said person shall violate or continue violation of any provision of this Ordinance or non - compliance with any requirement of this Ordinance shall constitute a distinct and separate offense. The violation of any provision of this Ordinance or the failure to comply with any requirement of this Ordinance shall each constitute a distinct and separate offense. Section 7: If any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any reason held invalid or unconstitutional, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect any of the remaining provisions of this Ordinance. Section 8: All Ordinances and parts of Ordinances in conflict with the provisions of this Ordinance are hereby repealed; provided, however, that such repeal shall be only to the extent of such inconsistency and in all other respects this ordinance shall be cumulative of other Ordinances regulating and governing the subject matter covered by this Ordinance. Section 9: The City Secretary is hereby directed to cause the caption of this Ordinance to be published at least twice within ten days of final passage.
