ORD 1987-10 - Amends - Deletes Chapter 14 - Signs 04-28-1987ORDINANCE NO. 87- 10 AN ORDINANCE OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING ITS CODE OF ORDINANCES TO DELETE CHAPTER 14, SIGNS; AND MAKING OTHER PROVISIONS RELATED HERETO. WHEREAS by Ordinance 86 -15, the City Council amended its Code of Ordinances by amending Chapter 30, Community Development; and WHEREAS that chapter, known as the Development Code, contained substantial provisions regulating signs taken from Chapter 14, Signs, of the Code of Ordinances of the City of Huntsville, Texas; and WHEREAS Chapter 14, Signs, may now be deleted from the Code of Ordinances; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, that: Section 1: Chapter 14, Signs, of the Code of Ordinances of the City of Huntsville, Texas, is hereby deleted. Section 2: This ordinance shall not be construed or held to repeal a former ordinance, whether such former ordinance is expressly repealed or not, as to any offense committed against such former ordinance or as to any act done, any penalty, forfeiture, or punishment so incurred, or any right accrued or claim arising under the former ordinance, or in any way whatever to affect any such offense or act so committed or so done, or any penalty, forfeiture or punishment so incurred or any right accrued or claim arising before this act takes effect, save only that the proceedings thereafter shall conform to the ordinance in force at the time of the proceedings, so far as practicable. This section extends to all repeals, either by express words or implication. Nothing in this section, or any section of this ordinance, shall be construed as abating any action now pending under or by virtue of any ordinance of the City herein repealed; or as discontinuing, abating, modifying, or altering any penalty accrued or to accrue, or as affecting the liability of any person, firm or corporation, or as waiving any right of the City under any ordinance in force at the time of passage of this ordinance.
