MINUTES FROM THE HUNTSVILLE CITY COUNCIL REGULAR MEETING HELD ON THE 20 TH DAY OF MARCH 2018, IN THE
CITY HALL, LOCATED AT 1212 AVENUE M, IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS, AT 6:00 P.M.
The Council met in a regular session with the following:
COUNCILMEMBERS PRESENT: Andy Brauninger, Joe Emmett, Tish Humphrey, Ronald Allen, Joe P. Rodriquez, Paul
Davidhizar, Tyler McCaffety, Keith D. Olson, Clyde D. Loll
COUNCILMEMBERS ABSENT: None
OFFICERS PRESENT: Aron Kulhavy, Interim City Manager; Lee Woodward, City Secretary; Leonard Schneider, City
Attorney
MAIN SESSION \[6:00 p.m.\]
CALL TO ORDER – Mayor Brauninger called the meeting to order at 6:01 p.m.
1. INVOCATION AND PLEDGES
U.S. Flag
Texas Flag: Honor the Texas Flag. I pledge allegiance to thee, Texas, one state, under God, one, and indivisible.
Mayor Brauninger gave an invocation and members of Girl Scout Troop 103112 led the pledges.
2. PROCLAMATIONS AND PRESENTATIONS
a. Recognition of Linda Pease as Citizen of the Year and of Officer John French as the First Responder of the Year
b. Presentation of the City’s 2016-2017 Comprehensive Annual Financial Report by Pattillo, Brown, and Hill, CPAs.
Councilmember Davidhizar moved to approve the audit as presented; the motion was seconded by Councilmember
Rodriguez. The motion was approved, 9-0.
3. CONSENT AGENDA
Public Comments will be called for by the presiding officer before action is taken on these items. (Approval of Consent
Agenda authorizes the City Manager to implement each item in accordance with staff recommendations. An item may
be removed from the Consent Agenda and added to the Statutory Agenda for full discussion by request of a member
of Council.)
a. Approve the minutes of the City Council meeting held on March 6. \[Lee Woodward, City Secretary\]
b. Approve the annual contract for the City Secretary. \[Mayor Brauninger\]
Councilmember Humphrey moved to approve the consent agenda; the motion was seconded by Mayor Pro Tem Olson.
The motion was approved, 9-0.
4. CITY COUNCIL/CITY MANAGER/CITY ATTORNEY
a. Presentation, discussion, public comments, and possible action to authorize the Interim City Manager and the City
Attorney to draft and enter into an agreement with the Boys and Girls Club of Walker County to waive construction-
related permit fees. \[Mayor Pro Tem Olson\]
Mayor Pro Tem Olson moved to authorize the Interim City Manager and the City Attorney to draft and enter into an
agreement with the Boys and Girls Club of Walker County to waive construction-related permit fees; the motion was
seconded by Councilmembers Davidhizar and Rodriquez. Former Mayor and Boys and Girls Club of Walker County Board
Chair Bill Green spoke about the construction of the new Boys and Girls Club. The motion was approved, 9-0.
5. REQUESTS FOR CITIZEN PARTICIPATION
An opportunity for citizens to be heard on any topic and for the City Council to participate in the discussion. No action will be
taken.
a. Hear a request from Patricia Powers concerning being a local renter.
b. Hear a request from Bryan Cantrell to discuss road repair efforts of residents on Rose Hill Court at Timberwilde.
Neither requestor was in attendance; Ms. Powers had previously asked her item be delayed until the April 3 meeting.
6. MEDIA INQUIRIES RELATED TO MATTERS ON THE AGENDA
There were no inquiries.
7. ITEMS OF COMMUNITY INTEREST
(Hear announcements concerning items of community interest from the Mayor, Councilmembers, and City staff, for
which no action will be discussed or taken.)

Mayor Brauninger reminded citizens that the 22 Annual HUB/Vendor Show will be held March 29, from 11:30 a.m. to 2:30 p.m.,
at the Walker County Storm Shelter. There are only a few spots left for vendors, so make sure to call 936-437-7061 today. He

also spoke about Local Government Day held on Wednesday, March 14, at City Hall with 12 members of the Boys and Girls
Club. He reported that the Director spoke of children returning from the program and telling other youth about their experience.
HEB Trivia Night Mayor Pro Tem Olson told Council how he and teammates, Aron Kulhavy and Lee Woodward dominated at
Trivia Night on March 13th. Olson told council the winnings from Trivia Night will be donated to the Valles BBQ fundraiser.
CoH Clean Minute! Councilmember Humphrey reminded residents about the next Common Ground Brown Bag Picnic Lunch

happening on Wednesday, March 28 at the Sam Houston Memorial Park, near the Woodland Home. Lunch will be at noon, so
bring your lunch, bring a friend, and come enjoy your community.
Councilmember McCaffety shared that the Huntsville Main Street Program is hosting its first annual Bacon and Brew Fest on the
square in downtown Huntsville on Saturday, March 24, 2018. The family-friendly event is from 10 a.m. to 9 p.m. and is free and
open to all ages. The Wynne Home will also be hosting the Herb Festival from 8 a.m. to 2 p.m. Saturday, March 24.HEARTS
Veterans Museum Festival will be held from 10 a.m. to 3 p.m. There will be shuttles available to and from events.
Councilmember Davidhizar reminded everyone of the traffic changes that have been made around SHSU that will took place
over Spring Break.

Councilmember Emmett announced Sam Houston State University is hosting Leadercast on May 4 at the Gaertner Performing
Arts Center. Tickets are available by calling 936-294-2277.
Councilmember Loll invited the public to the Chamber of Commerce’s Business After Hours, sponsored by K & G Capital
Mortgage, located at 1312 10th Street, beginning at 5:15 p.m. Councilmember Tyler McCaffety will be the host.
Councilmember McCaffety congratulated the Sam Houston State University baseball team on their recent success.
Mayor Pro Tem Olson announced the Huntsville Police Department’s BBQ Lunch Fundraiser benefitting the Jose Valles. He
said Sgt. Valles is a 25-year veteran with HPD recently diagnosed with cancer. Olson said the event will be held on Friday, April
6, at HPD, and that pre-orders and walk-ins are welcome, and announced the gift cards from the HEB Trivia Night win would be
donated to this cause. Call 936-291-5480 for more information.
8. EXECUTIVE SESSION
a. City Council will meet in Executive Session pursuant to Texas Government Code Section 551.087 – deliberation
regarding economic development negotiation concerning projects Zeta and Lego. \[Interim City Manager Aron
Kulhavy\]
b. City Council will meet in Executive Session pursuant to Texas Government Code Sections 551.071-consultation
with legal counsel, to receive legal advice on proposed purchase of Walker County Hospital District property, and
551.072– deliberation regarding purchase, exchange, lease or value of real property for police station and/or fire
station.
The Council adjourned to Executive Session at 6:35 p.m. Councilmember Davidhizar signed a Conflict of Interest affidavit
and did not attend or participate in the session for Project Zeta.
9. RECONVENE
a. Take action on Executive Session items, if necessary.
The Council reconvened at 8:29 p.m. Councilmember Rodriguez moved to authorize staff and the Interim City Manager to
obtain and sign an earnest money contract for property located at 231 State Highway 75N, Huntsville, Texas, and for
property located at FM 2821, Parker W. A-37, Tract 66, approximately 50.6 acres, Huntsville, Texas, and present to City
Council for two readings; the motion was seconded by Councilmember McCaffety. The motion was approved, 7-2, with
Councilmembers Davidhizar and Emmett voting against.
10. ADJOURNMENT
Mayor Brauninger adjourned the meeting without objection at 8:31 p.m.
