(3) "No parking space, zone or area °f shell mein a space or area of the street upon which the parking of all ve- hicles is prohibited. (k) a "two (2) hour five (50) cent meter" shall mean a parking ?peter permitting the parking in the adjacent parking space for a maximum time of one hundred twenty (120) minutes for five (5¢) cents (one nickel or five pennies) . (l) A "two (2) hour ten (10¢) cent parking meter" shall mean a parking meter permitting the parking in the adjacent park- ing space for a maximum, time of one hundred twenty (120) minutes for ten (10¢) cents (two nickels or ten pennies, or one nickel rend five pennies) . (m) A "twelve (12) minute one (1¢) cent parking meter's shall mean a parking meter permitting the parking in the adjacent parking space for a maxima.. time of twelve (12) minutes for one (1) cent. (n) The word 'holidays ", as used in this ordinance, shall mean a day designated by the Huntsville- Walker County Cham- ber of Commerce for the closing of business houses. Section 2: The provisions of sections 8, 9 and 10 of this ordinance apply on all days other than Sunday and holidays, and shall be effective on Saturday from 8 :0G A.Mo to 800 P.M., and on reek days from 8 :C0 A.13% to 6 :00 P,,M* All other provisions and sections of this ordinance shall apply on all days and at all hours of both dayti,e and nighttime. Lecti,on 3; The following; described streets and parts of streets in the City of Huntsville, Texas are hereby designat- ed -a s the "Parking '- .Ieter r one ", to -wit: Tenth Street, Eleventh street, Twelfth Street and Thirteenth atreet from Avenue J to Avenue ii, inclusive, and Avenue J, Avenue K, Avenue l and Avenue M from Tenth z�trFet to Fourteenth Street, inclusive. Section 4; The Mayor of the City of Huntsville is au- thorized to cause parking spates to be designated, maintained and marked off in and on such part or parts of the perking meter zone as may be authorized by the City Council from time to time' in accordance with the provisions of this ordinance. All space for pe=rking vehicles shall. be laid out either parallel with the streets or at an angle of approximately forty five degrees, and shall be designated by painted lines shoving clearly the manner in which such vehicle is to be parked. A.11 other parking spaces shall be angle parking spaces. ection 4Bs The Mayor of the City of huntsville is authorized to cause no parking zones or spaces be designated, maintained and merked off in and on such part or parts of the parking meter zone as may be authorized by the City Council from time to time, in accordance with the provisions of this ordinance. Unless otherwise changed, amended or altered, as herein provided, no parking spaces or zones shall be designated and maintained on the following streets or portions thereof, to -wit; The Ysest side of Avenue 71 from the North wall of the Perry Bros. Building South to Eleventh ��treet; the M est side of Avenue -2 from. Eleventh Street South to Twelfth :street; the j =,est side of Avenue L in front of the Life Theater Building and from the Plaza Hotel Parking Lot Driveway ::youth to the North wall of the Plaza Hotel `uilding; the East side of Avenue L in front of the Avon Theater Buildiii- the ::ouch side of 1S.leventh Street at the entrance to the Fire 6tation; the area at the curb of all four corners at eacr►! strcet intersection from the point of inter- section to the nearest parking space line at each corner of the block; the aree at the curb in front of all fire plugs$ for a distance of five (115) feet in each direction from the plug; and all driveway approaches to abutting property. Each no parking space shall be designated by painting the curb surface or approach surface an orange or yellow color ith the words "No Parking" let- tered thereon in black facing each street. The fact that a no parking space is so designated with the curb painted on any street in the parking meter zone shall be prima facie evidence that the Mayor was authorized by the City* Council to designate the same at the place it is located and the area covered. It shall be unlaw- ful for any person to park as vehicle it as no parking zone, space or aarea. —3_ Section 5. Any vehicle parked in any angle space in the parking meter zone shall be parited with the center o the radiator or front end of the vehicle directed at the perking meter next to such parkin, space and raith the front part or end of the car within ten (1©) inches of the curb or the curb desig- nating Line. Any vehicle parked in any parallel space in the parking meter zone .hall be parsed approximately parallel with the curb or the curb designating line with the right side there- of next to the curb or curb designating line and not more than eighteen (18) inches therefrom. In those areas where there is no clarb adjacent to the parkin: space, white line: shall be mark- ed upon the parking area as a continuation of the curb line, and such white line so marked shall be the curb designating line. It shall be unlawful to park any vehicle in any angle space or in any parallel, spare other than in the mannEr in this section provided or to par',: any vehicle across any parking space line or mark or to park said vehicle in such gray that the some shall not be wholly within the area designated by such lines or !narks on the surface of the street for parking space. .section 6s The City Council., or such employees of the City of Huntsville as it may select, is hereby authorized to in- stall and maintain, or to cause to be installed and maintained, parking reters in and on such part or parts of the parking mettar zone as are herein and hereby designated and authorized, or may be designated and authorized by the City Council from time to time. The City Council shall provide for the regulation, con- trol operation and maintenance of such parkinE peters in good working condition. One meter shall be placer' or set upon the curb alongside of or next to the parking space designated, as herein provided, and shall be so set as to show or display as sig- nal showing whether the parking space alongside of, or next to the same is, or is not Ja gal ?_y in use. Epch parking meter shall be in stn l?d and set to display upon the deposit therein of one or more five (50) cent coins or one or more one (1.�) cent coins of the United States of America, a signal indicating legal park- ing for that period of time conforming to the limit of parking time charged therefor, which is established by this ordinance, which signal shall continue, to operate from the time of deposit of such coin or coins until the expiration of the time fixed for which such deposited coin or coins is payment. Each parking meter shall also be so arranged that upon expiration of such legal park - Ing tip; e it will indicate by a mechanical operation and dropping or appearance of proper sign, that the lawful. paarking period fixed by this ordinance has expired. 6ection 7t Each parking meter shall. be either a two (2) hour rive (5¢) cent meter, a two (2) hour ten (lo¢) cent meter or a twelve (12) minute one (10) cent meter.. The parking spaces herein designated on the South side of Eleventh ::treat, the Fast side of '.venue L,, the Yorth side of Twelfth ;street and the `,pest side of =avenue K adjacent to the courthouse square are hereby designated as a two hour five (5¢) cent meter aarens. The parking :maces herein designated on the North side of Eleventh Street from Avenue K East to the post Office driveway and on the East side of ;.venue K from the Post Office drivews bouth to Eleventh atrret are hereby designated as a twelve (12) minute one (1¢) cent parking areas. t' "11 the r.enainin,g parking spaces are hereby designated as two (2) hour ten (lost) cent meter areas. L,ection 8: The following lengths of time for parking a vehicle in a parking space and the Amounts of money charged for such length of tim.ef respectively, for so using the parking spaces s ,)re hereby established as followss In 8 parkinE space adjacent to a two (2) hour five (50) cent parkinE meter as followsi twenty four (24) minutes for one ' (10) cent: forty eight (48) minutes for two (20) cents; seventy two (72) minutes for three (30) cents; ninety six (96) minutes for four (40) cents and one hundred twenty (120) minutes for five (50) cents (one nickel or five pennies). In a parking area adjacent to a two (2) hour ten (I cent parking motor as follows: twelve (12) minutes for one (10 cent; twenty four (24) minutes for two (V) cents; tl,.Irty six (36) minutes for three ( 0) cents; forty eight (48) minutes for four (40) cents; sixty (�O) minute's for five (50) cents; seventy two (72) minutes for six (60) cents; eighty four (84) minutes for seven (70) cents; ninety six (96) minutes for eight (80) cents; one hun- dred eight (108) minutes for nine (90) cents and one hundred twen- ty (120 minutes for ten (100) cents (two nickels or ten pennies, or one nickel and five pennies). In a parking space AdJ8c6nt to a twelve (12) minute one (10) cent parking meter as follows twelve (12) minutes for one cent, Section 9: 1-i'.hen any vehicle shall be parked in an space alongside of or next to which there is locatedg under this his ordinance, a parking meter$ the operator of said vehicle Shall upon entering said marked parking space, imm;edistely deposit eith- er one or more five (50) cent coins or one or more one (10) cent coins of the United Mates of America, in a slot trade therefor in the parking meter adjacent to such parking space; and the park- ing meter space may then be used by such vehicle during the park- ing time limits for which such deposited coin or coins is payment as provided by this ordinance. If the said vehicle shall, remain parked in any such parking space beyond the parking time limit for which such deposited coin or coins is payment under this ordi- nance, the parking meter shall displ,,,y a sign showing illcgel park- ing, and in that event, such vehicle shall be considered as parked overtime and beyond the period of time fixed by this ordinance. Such overtime parking of a vehicle shall be unlawful, a vl4 olstion of this ordinance and punishable as hE:reln*:ftcr set out. Section 10: It shall be unlawful for any person to cause, allow, let, permit or suffer any vehicle registered in the name off, owned or operated by or in his possession or un- der his control to :.ie or remain in any perking space alongside of or next to which any parking meter is placed while the meter Is (,isplaying a signal showing that such vehicle sh6il have al- ready been parked beyond the period of time fixed by this ordi- nance for which payment has beer, made by deposit of a coin or coins In said parking meter, The display of a sign showing il- legal parking by any parking motor while a vehicle is parked in - 5 - a par%.ing space adjacent or adjoining said parking meter shall be prima facie evidence that said vehicle has been parked over- time and beyond the period of time fixed by this ordinance for which payment has been made by deposit of a coin or coins in said parking weV.r. Proof that a vehicle found parked in vio- lation of any of thie ;provisions of this ordinance is registered in a person's name shall constitute prime facie evidence that such person caused, allowed, let, suffered and permitted such vehicle to be pier.ed or remain parked at the plece whore such violation occurred. Wection lla It shall be unlawful and a violation of this ordinance to deposit or cause to be deposited in any park- ing meter any slu -, device or substitute for a five (5¢) cent coin or a one (Its cent coin of the United hates of A- icri.c .n. Section 12: It shall be unlawful and a violation of this ordinance for any person to deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter inst€all.ed under the i rovisions of this ordi- nance. :section 13, It shall, be unlawful for any operator in charge or control of any vehicle which has an overall. length of nineteen (19) feet or more, or of any vehicle having a trailer attacked thereto, to park the some in any space designated under this ordinance for parking meters and having a perking, meter alongside cif, adjacent or next to such parkin. space; provided, howev-r, that this section shall not prohibit the parking of any such vehicle operating under a commercial license and parl,�.:ed for the purpose of and while actually engaged in loading or unloading merchandise, gas expressly permitted under Section 15 hereof. 6ection 14: It shah: be unlawful for any person own- ing or operating a vehicle to double park said vehicle on any street within the parking meter zone, i.e. to park said vehicle out in the street, or in the line of traffic and without moving the same up to the curb line, whether the same be occupied or unoccupied; provided, that this section shall not apply to ve- hicles which have become disabled in such manner and to such ex- tent that it is impossible to avoid stop -ping and temporarily leaving such vehicle in such position. >ection 15: It shall be unlawful for.any person own - ing or operating a motor truck rotor ,ian, trailer true or other veh`.cle in excess of nineteen ?19) feet overall- length to park said vehicle on any street within the parking meter zone at right angles to the curb line, or in any menne:r which constitutes ob- struction to traffic on such street, Any operator of a vehicle operating under a commercial or farm license may, for the purpose of loading or unloading of merchandise, supplies aff naterisls et a place of business in the parking meter zone, stop or perk such vehicle without making deposit in the meter or meters, provided such vehicle does not occupy any part of more than two (2) parking spaces, is not par?red for a longer time than is necessary to and while actually engaged in expeditiously load or unload such merchandise, supplies and ma- terials and to give or receive a delivery receipt therefor, and such parked vehicle does not remain in such parking space or - 6 - spaces longer than fifteen (155) minutes. It shall be unlawful for any operator to park such vehicle in violation of this pro - vision of this ordinance. .ectiori 16: Any operator of any t -xi or taxicab hav- ing a permit, license or Franchise from the City of Nunesville, Texas may park or stop such taxi or tsxicab in a parking space alongside of or adjacent to a perking meter for a period of not exceeding two (2) minutes for the purpose of depositing or re- ceiving passengers without depositing; the required coin or coins for parking time. It shall. be unlawful for any taxi or taxicab to park in such parking meter space for longer ther; two (2) min- utes without depositirC the necessary coin or coins rec_uired for Per?cing time. Section 17: The united 6tates coins required to be deposited by this ordinance are hereby charged as police regu- lotions supervision end inspection fees to cover the cost of the installation, maintenance, inspection, operption, control and use of parking spaces and p< rking :meters described herein, and for the enforcement of the other regulations provided for herein, and of chec:�ing up and rewi.i?.f ti.ng the parking of v€►hic- les in the parking -peter gone hereby treated. Section 18: it shall be the duty of tr.e policy of- ficers of the City of Huntsville to report: (a) The number of each parking :peter which indicates that tha vehicle occupying the parking space adjacent to such parking meter is or has bean parked in violation, of Pny of the provisions of tiai ^; ordinance; (b) The nave of the 6tate and the number of the I.i- cense plate, i ,any, attached to such vehicle; (c) The length of time during which sucu vehicle is parked in violation of any of the provisions of this ordinance, and to the extent the <.iwter shows t�4e time of overparking; and, (d) Any other fact a n o ,ledge of ��hich is necessary to a thorough understanding o the circumstances attending such violation. Each such police !-+fficer shall also attach to such vehicle s notice to the oarer and /or operator thereof that such vehicle Las been parked in violation of the provisions of this ordi.nan.ce, rnt instructing such owner and /or operator to report to the Judge of the Corporation Court in regard to such viola- tion at 10 :00 o'clock A.'M. of the first day thereafter which is not a _undsy, or e Segel holiday, as herein defined. Section 19: the City Council shall designate some person or persons to make regular collections of the money de- posited. in said meters, It shall be the duty of such person or persons so designated to make collection of such coins strict- ly in accordance with instructions relating to such coin collec- tion.
