ORDINANCE NO. 2000-16
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS,
DECLARING THE POLICY OF THE CITY OF HUNTSVILLE, DEFINING TERMS;
SUPPORT AND COMMITMENT TO INCLUDE PARTICIPATION BY MINORITY
BUSINESS ENTERPRISES (MBE's) AND WOMAN -OWNED BUSINESS ENTERPRISES
(WBE's) IN ALL HOME CONTRACTS, TO THE MAXIMUM EXTENT POSSIBLE.
WHEREAS, The City of Huntsville as a recipient of the State HOME Funds shall designate
the (City Secretary, City Manager, Mayor, etc.) with oversight responsibilities for the
Historically Underutilized Business Outreach Program; and,
WHEREAS, The City of Huntsville as a recipient of State HOME funds, in keeping with
good faith efforts, commitment and continuing endeavors to include Historically
Underutilized Businesses; and
WHEREAS, The City of Huntsville has adopted procedures that make full use of available
and appropriate public and private sector local resources.
WHEREAS, it is hereby declared to be the policy of the City of Huntsville to bring about,
through fair orderly and lawful procedures, the opportunity for all Historically Underutilized
Business; and, has established a ten percent (10% ) minority participation goal for all
contracts.
WHEREAS, it is further declared that the policy is based upon recognition of the right of
every business to have access to the opportunity to participate in the State HOME Program
and its projects in and for the City of Huntsville and constitutes an unjust denial or
deprivation of such rights which is within the power and proper responsibility of the
government to prevent,
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE TO ADOPT THE FOLLOWING GUIDELINES FOR A HISTORICALLY
UNDERUTILIZED BUSINESS ENTERPRISE OUTREACH PROGRAM:
1. Coordinate with other state and federal agencies to develop a systematic method
for identifying and maintaining an inventory of verified minority and woman -owned
business enterprises, their capabilities, services, supplies and /or products.
2. City will forward notice of contract opportunities to small business incubators,
Chambers of Commerce and Contract Procurement Centers in the area and
advertise contract opportunities in the Dodge Report.
3. City will utilize the local media, electronic and print, to market and promote contract
and business opportunities for minority and woman -owned businesses.
4. City will announce HOME fund awards and projected contract letting schedules in
the news media to notify MBE's and WBE's of up- coming business opportunities.
PROCUREMENT PROCEDURES:
1. City will notify potential bidders of procurement opportunities and soliciting bids for
HUBS, whenever they are potential sources, in local newspapers.
2. City will identify the nearest Minority Business Development Agency from the Dallas
Regional Office Directory and forward a copy of all advertisements for bidders to
that Agency.
3. Businesses located in the County or adjoining counties that provide services
applicable to the City's needs under the HOME Program and are listed in the Texas
Certified Historically Underutilized Business Directory will be contacted.
4. Minority and /or Women -Owned Business Enterprises identified in the City and
surrounding area will be placed on a bidders list to receive a copy of all
advertisements soliciting the type of services provided by that business.
HUB REPORTING:
1. City shall maintain records and statistical data on participation by minority and
woman -owned businesses.
2. City shall submit a Historically Underutilized Business Report upon completion of
each project.
