ORD 2005-11 - Amend Title 20 - 17th St. and Sam Houston 06-21-2005ORDINANCE NO. 2005 -11 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING TITLE 20, MOTOR VEHICLES AND TRAFFIC, OF ITS CODE OF ORDINANCES BY MAKING 17TH STREET ONE WAY FROM SAM HOUSTON AVENUE TO UNIVERSITY AVENUE; NO PARKING ZONES ON UNIVERSITY AVENUE ON THE NORTH AND SOUTH SIDE FROM SAM HOUSTON AVENUE TO AVENUE M; AND PROHIBITING LEFT TURN MOVEMENT FROM SAM HOUSTON AVENUE SOUTHBOUND ONTO 17TH STREET EAST OF SAM HOUSTON AVENUE; AND MAKING OTHER FINDINGS AND PROVISIONS RELATED THERETO; AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE HEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, THAT: Section 1: The following described street is hereby designated as one -way: Street Name Direction Limits Type 17' Street East Sam Houston Avenue to One -Way Street University Avenue Section 2: The following described curb zones and areas are designated as no parking zones: Street Name Side of Street Limits Type 17" Street Both Sam Houston Avenue to No Parking Zone Avenue M Section 3: The following described street is hereby designated as a restrictive turn movement: Street Name Direction Limits Type Sam Houston Avenue South East on 17" Street No Left Turn Section 4: Schedule I, One -Way Streets, of Title 20, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Huntsville, Texas, shall be revised to reflect the amendments made by this ordinance. Section 5: Schedule III, No Parking Zones, of Title 20, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Huntsville, Texas, shall be revised to reflect the amendments made by this ordinance. Section 6: Schedule XI, Restrictive Turn Movements, of Title 20, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Huntsville, Texas, shall be revised to reflect the amendments made by this ordinance. Section 7: The City Manager is authorized and directed to cause the posting of proper signs along the above described streets and parking zones. Section 8: It shall be unlawful for driver of a vehicle to disobey the instruction of the signs placed in accordance with the provisions of this ordinance unless at the time otherwise directed by a Police Officer. Section 9: Any person, firm or corporation violating any provision of this ordinance or failing to comply with any requirement of the ordinance will be guilty of a misdemeanor and subject to a fine of up to five hundred ($500.00) dollars upon conviction. Section 10: If any section, subsection, sentence, clause, phrase or portion of this ordinance is for any reason held invalid or unconstitutional, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect any of the remaining provisions of this ordinance. Section 11: All ordinances and parts of ordinances in conflict with the provisions of this ordinance are hereby repealed; provided, however, that such repeal shall be only to the extent of such inconsistency and in all other respects this ordinance shall be cumulative of other ordinances regulating and governing the subject matter covered by this ordinance. Section 12: This ordinance shall take effect ten (10) days after its passage by the City Council. The City Secretary shall publish the caption of this ordinance in the official City newspaper at least twice within ten (10) days of its passage. PASSED AND APPROVED THIS 21ST DAY OF JUNE 2005.
