The Council met in a regular session with the foLLowing members present:

FORMAL MEETING CONVENED
Mayor Hodges called the meeting to order at 5:00 P.M.
City Manager's Report- -Gene Pipes
Consider final budget adiustments for FY 1990 -91: consider the final tax report for FY 1990-91: and consider
the requests to encumber funds from FY 1990 -91.
Councilmember Green made a motion to approve the final budget adjustments for FY 1990 -91, approve the final
tax report for FY 1990 -91, and approve the request for encumbrances and to increase the FY 1991 -92 line items
budget as detailed on pages 41 -43 of the agenda packet. Or Barrett seconded the motion.
' Mr. Pipes noted that all the budget adjustments were previously discussed, analyzed and reported to
Council. A compLete list of these items is included in the packet.
Dr. Carter did not recall the item listed as purchase drainage easements in Pine Shadows. Mr. Pipes
responded by informing Dr. Carter that a lot was purchased from Mr. Smither (representing Area Management
Services, Inc.) for drainage and utility purposes. The utility line is already installed and the drainage work
wiLL be forthcoming.
Dr. Carter then requested information regarding the Tourism Contract. Patricia Allen then stated that
these were the funds that were transferred from the Tourism Reserve for the funding of the museums and the
difference between the hotel /motel taxes collected and the $90,000 budget that was approved by Council.
ALL were in favor of the nation and it passed unanimously. NOTE: Councilmember Robinson is absent.
Mayor's Activity Report - -BiLL Hodges
Consider resignation of City Secretary, Ruth DeShew.
Councilmember. Barrett made the motion to accept Ruth DeShaw's resignation and Councilmember Gaines seconded
the motion. Councilmembers Barrett, Gaines, BeLL. Carter, Green. Lange and Mayor Hodges voted for the motion
and Councilmember Knotts voted against. The motion Passed by a vote of seven to one. CCouncilmember Knotts
remarked he voted no out of habitll
Consider appointments
Zoning Board of Adiustments. Mayor Hodges then presented the names of Frank Parker and Don Coers as
' reappointments to the Commission.
Planning and Zoning Commission New appointments to the Commission are Winnie Sandie and Sylvia Davis;
and reappointments of Dan Davis and Pete Albritton. Outgoing members are Marsha Phillips (1985-1991) and Steve
Bodnan (1990 - 1991).

Councilmember Barrett made a motion to approve the appointments and Councilmember Gaines seconded the motion.
ALL were in favor and the motion passed unanimously.
COUNCILMEMBER ACTION
7th Street Property
Councilmember Lange advised that he and CounciLmember Carter took a tour of this property for
possibility of a Library site. He noted that it was a beautiful piece of property.
HGAC
Counci Lmember Barrett stated that he had been to the meeting in Houston regarding the $32 million dollar
budget and felt Huntsville should work hard to try to receive some of this money.
Farewell to Ruth
Councilmember Green wished Ruth DeShaw farewell and good luck on her new position. Gary Bell seconded
the farewell and thanked Ruth for the work she has done for Council. Councilmember Carter stated that Ruth had
saved all of the Councilmembers at various times during elections on reporting forms, etc, and wished her the
best.
ADJOURNMENT
The meeting was adjourned and will be reconvened at the First National Bank Flag Room on the Sixth Floor for
the Boards and Commissions Reception to honor retired members of the Boards and also Ruth DeShaw for her
eighteen years of loyal service to the City. i' '
