Lange Absent: Jim Carter PUBLIC HEARING - ANNEXATION Mayor Hodges called the public hearing to order at 5:30 p.m. and citizens from the S. H. 30 West area were heard regarding annexation into the City of Huntsville. Mayor Hodges closed the public hearing at 6:40 p.m. REGULAR SESSION - CALL TO ORDER INVOCATION Invocation by J. D. Schindler, Director of General Services. CONSIDER THE MINUTES OF JULY 26 AND AUGUST 9, 1994 Councilmember Martinez made the motion to approve the minutes of July 26 and August 9, 1994, and Councilmember ' Matthews seconded the motion All were in favor and the motion passed unanimously. NOTE: Councilmember Carter was absent. CONSIDER AN ADDENDUM TO THE CHAMBER OF COMMERCE TOURISM CONTRACT "The City and Chamber enter into this supplemental agreement regarding the construction, operation and maintenance of visitors center. The City and Chamber both acknowledge that a visitors center to be operated under the agreement described above is being financed in part with tax exempt bonds issued by the City of Huntsville. Accordingly, the City and Chamber agree that all proceeds generated by or through the use of the Visitors Center shall be considered revenues of the City. The Chamber agrees to account for the revenues and expenditures of the visitors center separate from its other activities and projects. Additionally, the Chamber agreesnot to enter into any subcontractor enter into any management agreement related to the visitors center which would constitute private business use as provided by Section 141 of the Internal Revenue Code (Private Activity Bond; Qualified Bond) and any rules promulgated thereunder, including Rev.Proc. 93 -19. In particular, the City and Chamber covenant not to enter into any contract '.. in which the compensation is based upon a percentage of gross revenues, adjusted gross revenues or expenses of the visitors center, or for which the term exceeds three years. " Councilmember Norton made the motion to approve an addendum to the Chamber of Commerce Tourism Contract, and Councilmember Matthews seconded the motion. All were in favor and the motion passed unanimously. CONSIDER THE SALE OF $500,000 IN TAX AND HOTEL OCCUPANCY TAX SURPLUS REVENUE CERTIFICATES OF OBLIGATION, SERIES 1994, FOR THE PURPOSE OF CONSTRUCTION, IMPROVEMENT AND EQUIPPING A VISITOR'S INFORMATION CENTER AT THE SAM HOUSTON PARK SITE Councilmember Davis made the motion to approve the sale of $500,000 in tax and hotel occupancy tax surplus revenue certificates of obligation, series 1994,. and Councilmember Rex seconded the motion. All were in favor and the motion passed unanimously. MAYOR'S ACTIVITY REPORT Mayor Hodges stated that sales tax for the year is up 6.7% ($183,000). CITY COUNCIL MEETING OF AUGUST 16, 1994 BOOK "R" CITY COUNCILMEMBER ACTION Clem-Up Day. Councilmember Rex suggested that the City may want to sponsor a Clean -Up Day to beautify Huntsville before the dedication of the Sam Houston statue. Fraternity groups could be asked to participate, and other community organizations, such as Boy Scouts, may want to help. She requested staff develop a plan regarding this event. Welcome to Huntsville Signs. Councilmember Luning asked about the status on the Welcome to Huntsville signs.
