This Notice shall satisfy the above-cited two separate but related procedural
notification requirements.
REQUEST FOR RELEASE OF FUNDS
On or about December 29, 2009,the City of Huntsville will submit a request to the
Texas Department of Housing and Community Affairs (TDHCA)for the release of
HOME Grant Program funds under Title II of the Cranston Gonzalez National
Affordable Housing Act of 1990,as amended, to undertake a project known as
Huntsville HOME Program for the purpose of rehabilitation/reconstruction of about (6)
sub-standard, owner-occupied properties throughout Huntsville. Rehabilitation/
reconstruction activities are planned to begin upon funding notification. Spending for this
project will be broken down as follows: $495,516 will be spent on rehabilitation/
reconstruction of (6) homes (max $82,586 per home). Programs using tiered reviews will
not commit funds to a specific activity until rafter the site-specific review is complete.

is later) only if they are on one of the following bases: (a) the certification was not
executed by the Certifying Officer or other officer of the City of Huntsville approved
by TexasDepartment of HousingandCommunityAffairs(TDHCA);(b) the City of
Huntsville has omitted a step or failed to make a decision or finding required by
HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in
the project have committed funds or incurred costs not authorized by 24 CFR Part
58 before approval of a release of funds by Texas Department of Housing and
CommunityAffairs(TDHCA);or (d) another Federal agency acting pursuant to 40
CFR Part 1504 has submitted a written finding that the project is unsatisfactory
from the standpoint of environmental quality. Objections must be prepared and
submitted in accordance with the required procedures (24 CFR Part 58) and shall
be addressed to Texas Department of Housing andCommunity Affairs(TDHCA)at
