CITIZENS INPUT/INQUIRY
None. Mayor Hodges invited everyone to view the multi -media presentation detailing the history of the Cultural Plan
by Dave Carpenter in the Conference Room.
REGULAR SESSION - CALL TO ORDER
Mayor Hodges called the Called Meeting to order. Invocation by J. D. Schindler, Director of General Services,
CONSIDER MINUTES OF SEPTEMBER 29, 1992
Councilmember Gaines made a motion to approve the minutes of September 29, 1992, and Councilmember Bell
seconded the motion. All were in favor and the motion passed unanimously.
PRESENTATION OF HUNTSVILLE 2020 CULTURAL PLAN
Dr. Herb Muecke stated that the Huntsville 2002 Cultural Plan was presented to the Arts Commission and that the Arts
Commission is very proud of the plan and all the citizens involved.
Mary Ella Montaeue stated that almost one year ago the Mayor charged a group of people with the job of coming up
with a plan to maintain and improve the quality of life for all its citizens over the next 20 years. The Cultural Planning
Commission was formed and a consultant was hired. Ms. Montague introduced the members of the Executive Committee: Bonnie
Thorne, Patrick Richards, Hattye Owens, Diane Ratliff and herself, and then the entire Cultural Planning Commission. Ms.
- Montague stated that one of the recommendations of the Cultural Planning Commission was that through the schools we enlist
the efforts of our children, so an arts writing contest and an art contest was held. The winners of the art contest were: Sean
Michaelson (Grand Prize - Stewart Elementary School), Matt Hill (1st place - Huntsville Junior High School), Jason Strange (2nd
place - Huntsville Junior High School), and Douglas Clark (3rd place - Mance Park Junior High School). The winners of the
writing contest are: Ohmad Lowry (Grand Prim - Huntsville High School), Patrick O'Toole (1st place - Gibbs Elementary), Julie
Blair (2nd place - Huntsville High School), Frieda Wiley (3rd place - Stewart Elementary School).
Pam Anisman presented the Huntsville 2020 Plan to the Mayor and Councilmembers. She stated that over three
hundred citizens participated and many man and women hours went into this plan. Ms. Anisman stated that Dave Carpenter did
the cover art and dividers for the document. Mr. Carpenter has given the art work to the City of Huntsville as a gift. The box
on the art work was made from an old barn door that was cut apart with the doorknob leading both ways - into and out of the
cultural plan. Ms. Anisman noted that the Mayor had asked for a six week review period, but would suggest a work session with
the Council in November to start thinking about plans for January with the transition team.
Mayor Hodges congratulated all the winners from the art and writing contests. Mayor Hodges stated that he had
promised the group that at the end of the program the book would not be put on the shelf, that action would be taken. He stated
he is looking forward to reviewing the plan individually and then Council will conduct a work session to consider the
implementation of the plan. Mayor Hodges thanked Pam Anisman for a wonderful job.
DONATION OF $5,000 TO AN ARTS PROJECT
FOR THE SAM HOUSTON STATE UNIVERSITY BICENTENNIAL PROJECT ,
Mayor Hodges stated that David Adickes is building a 75 foot statue of Sam Houston to be placed in the Huntsville area.
He suggested that the City accept donations for the project and a contract for services with David Adickes.

Councilmember Green made a motion to accept the $5000 and have a contract drawn up with David Adickes. Dan
Davis seconded the motion and was passed unanimously.
MAYOR'S ACPWITY REPORT
Mayor Hodges stated that the City needs to play a role in the Bicentennial Celebration. He suggested that a proper
gift from the City might be historic plaques placed around the City to allow our visitors to know more about our City. Plaques
could be placed downtown and at Founders Park, First United Methodist Church, First Baptist Church, Boettchers Mill, and
various other locations. The Chamber of Commerce could be enlisted to promote the plaques by having a walking tour of the
area. He stated that he would like Linda Pease to be in charge of the project, along with James Patton of the Walker County
Historical Society, Lois Pierce from the Sam Houston Memorial Museum, and any others, to make the recommendation for the
'I! location and the content of each plaque. Councilmember Gaines stated that it was a great idea. Councilmember Green stated
the recommendation should have a funding source when brought back to Council. The consensus of Council was in favor of the
j project.
CITY COUNCILMEMBER ACTION
Councilmember Carter stated that a lot of development is taking place in the City at this time and requests discussion
of a 25% greenspace increase in the landscape ordinance as proposed by the Cultural Plan at the next meeting.

ADJOURNMENT
Mayor Hodges adjourned the meeting and asked everyone to join in the Annual Bonds and Commissions Reception
to be held outside at the Jane Monday Amphitheater.
