Councilmember Kayse made a motion to elect Jack Choate as Acting Mayor, and Councilmember Woodward'
4 seconded the motion. The motion passed unanimously.

Acting Mayor Jack Choate called the regular session to order. [Note: Mayor Pro Tern was absent at this time.]
SPECIAL SESSION /PRE- BUDGET WORK SESSION [8:20 a.m. — 3:10 p.m.]
City Council met in a special session to discuss pre- budget issues as listed below:
a. Review and discuss agenda for work session — overview of Council objectives.
b. Discuss priority, structure and/or reordering of 10 short-term objectives and the strategies necessaryto be implemented
through the City Manager.
C. Discuss priority, structure and /or reordering of 5 long -term objectives and the strategies necessary to be implemented
through the City Manager.
d. Discuss overall budget objectives, including project proposals, revenue estimates
