MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 14TH DAY OF SEPTEMBER 2004, IN THE

PERSONNEL COMMITTEE EXECUTIVE SESSION [5:15 -5:50 p.m.]
The Personnel Committee of City Council conducted a closed session under Texas Government Code, Chapter 551,
Section 551.074 to deliberate the appointment, employment, evaluation, reassignment, and duties for certain positions with the
City including City Manager, City Attorney, City Judge and City Secretary. [Mayor Pro Tern Smith, Councilmembers Crawford,
Evans, Kayse and Woodward were present for this meeting.]
CALL TO ORDER [6:00 p.m.]
Mayor Pro Tern Steed Smith called the regular session to order.
PLEDGE OF ALLEGIANCE to US AND TEXAS FLAGS, INVOCATION
Director of Parks and Recreation Ray Black led the invocation.
PUBLIC HEARING on the PROPOSED LAW ENFORCEMENT BLOCK GRANT
There were no citizen comments.
PUBLIC COMMENTS
1. Karl Davidson. Mr. Davidson spoke against both the proposed reconstruction of the Raven Nest golf bunkers and the
TIRZ Interlocal Agreement with Walker County.
2. Darryl Hall. Mr. Hall spoke against the proposed reconstruction of the Raven Nest golf bunkers.
CONSENTAGENDA
1. Approve sale of two properties held in trust, as identified by Grover Cook, Chief Appraiser, to the highest bidders.
2. Authorize the City Manager to receive bids for the sale of City owned property in Summer Place Village and the
Timberwilde subdivision.
Councilmember Kayse moved to approve the Consent Agenda: and Councilmember Evans seconded the motion.
The motion passed 8 -0.
STATUTORY AGENDA
1. Consider and take action to award the bid for reconstruction of the Raven Nest bunkers to the lowest bidder.
The Raven Nest Golf Course has been opened for play for almost two years. The bunker problems have become
a maintenance and playability issue that must be resolved in order to attract both individual players and tournament
play. The scheduling of this project is sensitive in nature with regards to completing this work before the growing
season ends allowing the proposed grass transplanting on the closure of said bunkers time to establish some root
growth before winter sets in. Bids were opened on September 13, 2004 at 2:O0pm, with Bumsides Services, Inc. the low
bidder at $179,970.
Councilmember Crawford moved to award the bid for reconstruction of the Raven Nest bunkers to Burnside
Services Inc at a cost not to exceed $179,970 to be funded from budgeted funds: and Councilmember Kayse
seconded the motion. The motion passed 8 -0.
2. Consider and take action to approve the Interlocal Cooperation Agreement between the City of Huntsville and Walker
County regarding Tax Increment Reinvestment Zone Number One.
' Although a municipality must be the entity that creates a TIRZ, other taxing jurisdictions can participate in allowing
all or a portion of their incremental taxes within the zone to be used to reimburse a developer for public infrastructure
improvements or pay for public facilities.
The Agreement specifies Walker County's and the City's level of financial participation. The County would then
have three members of the TIRZ Board appointed by the Commissioners Court.
Staff believes that the County's participation in the TIRZ will enhance the ability of the TIRZ to encourage
development in the city and recommends passage of the Agreement.

1. Considerand take action on the following appointments/reappointments:
Reappoint Norma Howard to the Huntsville Housing Authority;
Reappoint Darryl Gardner to the Huntsville Housing Authority;
Appoint Matt Hannes to Place 5 on the Board of Adjustments — Zoning; and
Appoint members to be decided as Alternate A and Alternate B to the Board of Adjustments — Zoning.

MEDIA INQUIRIES
Tom Waddill of the Huntsville Item asked three questions: How many bids were received for the golf course bunker
work? (three) and who was the lowest qualified bidder? (Burnside Services); Who was the University's new PGM program
director? (David Vigill); and What was the University's commitment to the bunker reconstruction? (50% of the cost including
sand, not to exceed $100,000).
