The Council met in a special session with the following members present:

CALL TO ORDER [5:30 p.m.]
Finance Committee Chair Councilmember Bob Tavenner called the committee session to order.
SPECIAL SESSION
The Finance Committee met to discuss New World reports and budget encumbrances and adjustments in order to
provide a recommendation to Council regarding FY03- 04first quarter budget adjustments at the second scheduled January
2004 meeting.
Acting Finance Director Steve Ritter handed out the quarterly investment report and the reports generated through New
World software, and explained the formatting of the reports. Councilmember Tavenner asked if the software could generate
other visual aids (graphs, etc.) to accompany the reports but does not want the staff to recreate work.
The Finance Committee agreed to meet prior to the December 16 Council meeting to review end of FY 02 -03 budget
adjustments and encumbrances.

EXECUTIVE SESSION
The City Council conducted a closed session under Texas Government Code, Chapter 551, Section 551.074 to
deliberate the appointment, employment, evaluation, reassignment, and duties for City Manager.
