The Council met in a special session with the following members present: �i COUNCILMEMBERS: OFFICERS: I; Karl Davidson, Mayor Judy Kayse Paul C. Isham, Acting City Manager Jack Choate Steed Smith Danna Welter, City Secretary !� Gary Crawford Bob Tavenner Vance Howard Mac Woodward - CALL TO ORDER [5:15 p.m.] Mayor Davidson called the regular session to order. SPECIAL SESSION Authorize the Acting City Manager to execute the Contract and Agreement with HISD for the Structured Compliance and Intervention Program (SCIP). The City participated in the STAR program with HISD and Walker County. Cases filed against school children in the City's Municipal Court would result in disciplinary action administered through the STAR program. In August, Walker County notified HISD and the City that it was terminating the STAR program immediately. The County was in charge of administering the program and the employees were County employees. HISD wanted to continue the program and agreed to continue to employ two STAR employees until another arrangement for the program could be reached. The City entered into discussions with HISD concerning the continuation of the program and the Council budgeted $45,000 in the FY 2003 -2004 Budget to participate in the program. HISD has agreed to administer the program and the employees will be HISD employees. The I' City's Municipal Court has stopped referring juveniles to the STAR program, now called the SCIP Program, until a new arrangement could be worked out. The proposed contract between HISD and the City will provide for a structured compliance and intervention program that will be utilized by the Huntsville Municipal Court and the school district. Staff recommends approval of the contract. i.. Both the City and HISD will explore opportunities for grants to help fund this program.
