The Council met in a regular session with the following members present: COUNCILMEMBER: William B. Green, Mayor Marjorie Rex Officers: Mark Erb JoAnn Castillo Bob Hart, City Manager Ralph A. Davis, Jr. Steed Smith Paul Isham, City Attorney Dave Luning Danna Welter, City Secretary Absent: David Martinez, Vance Howard EXECUTIVE SESSION [4:00 P.M. - 5:00 P.M.] 1. Section 551.074 - Deliberate the evaluation of the Charter Officers (City Secretary and City Manager) - no action. CALL TO ORDER Mayor Green called the meeting to order. INVOCATION Invocation by Bob Hart, City Manager. CONSENT AGENDA 2. Approve minutes of August 8 and 15, 2000. 3. Approve purchase of nine Compaq notebooks from TEICC in an amount of $23,850 for use by the Police Department, to be funded from Local Law Enforcement Block Grant funds. Councilmember Castilla made a motion to approve the consent agenda items and Councilmember Rex seconded the motion. The motion passed unanimously. NOTE: Councilmembers Martinez and Howard absent. STATUTORY AGENDA 1. Consider Ordinance 2000 -08 -21.1 renaming Commerce Plaza as Col. M. B. Etheredge Boulevard. ORDINANCE NO. 2000 -08 -21.1 AN ORDINANCE OF THE CITY OF HUNTSVILLE, TEXAS, RENAMING AND REDESIGNA TING COMMERCE PLAZA AS LTC M. B. ETHEREDGE BOULEVARD; AND MAKING OTHER FINDINGS AND PROVISIONS RELATED THERETO. WHEREAS, Huntsville is proud to be the home of LTC M. B. Etheredge, one of the most decorated living World War " It veterans; and WHEREAS, Among his many medals, LTC Etheredge was awarded three silver stars, two bronze stars, two purple hearts; and WHEREAS, LTC Etheredge is the only person we know of to survive World War Il with three silver stars for gallantry in action; and WHEREAS, Because ofhis heroism, he receivedtwo battlefieldpromotions, and waspromotedfrom Second Lieutenant to Captain in only six days; and WHEREAS, The City of Huntsville desires to honor LTC Etheredge for his service to his Country; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, that: SECTION 1: The street known as Commerce Plaza be renamed, redesignated and called "LTC M. B. Etheredge Boulevard." ' SECTION 2: The City Manager is hereby directed to erector cause to be erected appropriate street signs to reflect the name change. Councilmember Luring made a motion to approve Ordinance 2000 -08 -21.1 renaming Commerce Plaza as LTC M. B. Etheredge Boulevard and Councilmember Smith seconded the motion. The motion passed unanimously. MAYOR'S ACTIVITY REPORT 1. Consider structure of City Council committees. Mayor Green stated that the Personnel Committee will consist of Councilmember Casti lie (chair), Councilmember Rex, Councilmember Martinez and Councilmember Erb; and the Finance Committee will consist of Councilmember Luning (chair), Councilmember Howard, Councilmember Smith and Councilmember Davis. 2. Consider appointment of Daryl Gardner to the Huntsville Housing Authority. Councilmember Smith made a motion to approve the appointment of Daryl Gardner to the Huntsville Housinq Authority, and Councilmember Erb seconded the motion. The motion passed unanimously. RECONVENE EXECUTIVE SESSION [6:20 P.M. - 6:45 P.M.] 1. Section 551.086 - discuss financial and other incentives with regard to Production Service, Inc. 2. Section 551.072 - deliberate the purchase of real property with regard to Eastham- Thomason Park WORK SESSION [6:45 P.M. - 9:05 P.M.] Discuss the FY 2000 -2001 proposed budget.
