MIN CC 04/04/2000CITY COUNCIL MEETING OF APRIL 4 2000 BOOKS 259 MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 4m DAY OF APRIL, 2000, IN THE CITY HALL, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 5:15 P.M. The Council met in regular session with the following members present: COUNCILMEMBER: William B. Green, Mayor Dan Davis Officers: Dave Liming Marjorie Rex Bob Hart, City Manager Vance Howard Steed Smith Paul Isham, City Attorney David Martinez JoAnn Castille Danna Welter, City Secretary Mark Erb PROCLAMATION - "WEEK OF THE YOUNG CHILD" INVOCATION Invocation by Bob Hart, City Manager. MINUTES Councilmember Rex made a motion to approve the March 21, 2000, minutes and Councilmember Howard seconded the motion. The motion passed unanimously. ATTENDING CITIZENS a. Gene Myrick, Friends of the Old Town Theater to request the City waive the permit fees for renovations to the theater. Mayor Green stated that he has asked City staff to develop a policy regarding the waiving of permit fees so that all organizations are viewed equally. CONSIDER AWARD OF COLLARD STREET EXTENSION BID TO DOUGHTIE CONSTRUCTION IN AN AMOUNT OF $113,209 (TO BE FUNDED FROM BUDGETED STREET ARTERIAL FUNDS Councilmember Howard made a motion to award the bid for the Collard Street extension to Doughtie Construction in an amount of $113,209, and Councilmember Erb seconded the motion. The motion passed unanimously. CONSIDER INTERLOCAL COOPERATIVE AGREEMENT WITH HUNTSVILLE INDEPENDENT SCHOOL DISTRICT FOR EDUCATIONAL AND LEISURE RELATED ACTIVITIES Councilmember Castille made a motion to approve an intedocal cooperative agreement with HISD for educational and leisure related activities and Councilmember Davis seconded the motion. The motion passed unanimously. CONSIDER PROPOSED WATER LINE EXTENSION ON 16TH STREET BETWEEN AVENUE I AND AVENUE H FOR SAM HOUSTON STATE UNIVERSITY LEMIT BUILDING Councilmember Rex made a motion to approve the proposed water line extension on 16`" Streetbetween Avenue I and Avenue H for the SHSU LEMIT Building and Councilmember Castille seconded the motion. The motion passed unanimously. CONSIDER RESOLUTION 2000 -04 -04.1 AUTHORIZING THE CITY MANAGER TO APPLY FOR A GRANT IN THE AMOUNT OF $120,000 ($60,000 GRANT FUNDS AND $60,000 MATCHING FUNDS TO BE FUNDED FROM THE DRAINAGE MAINTENANCE ACCOUNT) FROM THE TEXAS WATER DEVELOPMENT BOARD FOR FLOOD PROTECTION PLANNING TO DEVELOP A MASTER DRAINAGE PLAN FOR THE WATERSHEDS SERVING THE CITY Councilmember Davis made a motion to approve Resolution 2000 -04 -04.1 authorizing the Citv Manager to apply for a grant from the T,NDB for flood protection planning to develop a master drainage plan and Councilmember Rex seconded the motion Themotion ' passed unanimously. MAYOR'S ACTIVITY REPORT 1. Consider appointment of Mike Cato to the Parks and Recreation Advisory Board to replace resigning member. Councilmember Rex made a motion to approve the appointment of Mike Cato to the Parks and Recreation Advisory Board, and Councilmember Castille seconded the motion. The motion passed unanimously. CITY COUNCIL MEETING OF APRIL 4, 2000 BOOK "S" 260 2. Consider Resolution 2000- 04 -04.2 supporting the City of Houston's efforts to bring Neighborhoods USA's annual conference to the greater Houston Area in 2002. Councilmember Davis made a motion to approve Resolution 2000 -04 -04.2 supporting the City of Houston's efforts to attract the J NUSA's annual conference in 2002 and Councilmember Castille seconded the motion The motion passed unanimously. CITY COUNCILMEMBER ACTION 1. Update on meeting regarding the Senior Citizen Center. Councilmember Luning stated that a meeting had been held with members of the Senior Citizen Center, Walker County, H -GAC and City officials. More information is being collected and a follow up meeting is being scheduled. EXECUTIVE SESSION 15:50 P.M. - 6:25 P.M.] land acquisition: Robinson Creek WWTP easement acquisition, arterial road right -of -way, and W Street and Avenue N; and b. deliberation regarding prospective gift or donation.
