MIN CC 08/12/1997CITY COUNCIL MEETING OF AUGUST 12, 1997 BOOK "S" 1.07 MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 12111 DAY OF AUGUST, 1997, IN THE CITY HALL, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 5:15 P.M. The Council met in regular session with the following members present: COUNCILMEMBERS: William B. Green, Mayor Marjorie Rex Officers: Dan S. Davis Dave Luning Gene Pipes, City Manager Ronald L. Lange Ann James Danna Welter, City Secretary Vance Howard JoAnn Matthews Scott Bounds, City Attorney David Martinez Convene and recess into EXECUTIVE SESSION [4:30 p.m.] to consider real estate acquisitions - 10th Street, 13th Street and Highway 30 West CITIZEN INPUTANQUIRY None. INVOCATION Invocation by J. D. Schindler, Director of General Services. CONSIDER JULY TAX REPORT WITH ADJUSTMENTS TO THE LEVY AS RECOMMENDED BY GROVER COOK, CHIEF APPRAISER Councilmember Matthews made a motion to annrove the July tax report with adiustments to the levy, and Councilmember James seconded the motion The motion passed unanimously. CONSIDER CONTRACT WITH TEXAS DEPARTMENT OF PUBLIC SAFETY TO IMPLEMENT THE PROVISIONS OF ARTICLE 6687D - TO DENY RENEWAL OF A DRIVERS LICENSE FOR THE OFFENSE OF FAILURE TO APPEAR Mr. Schindler stated that staff recommends approval of this contract with Texas Department of Public Safety's Failure to Appear Program. This allows the City to file a report with the State of its fail to appear warrants. The State then does not allow renewal of a drivers license until the citation is taken care of. Councilmember Lange stated that Judge Haney has discussed this program with the Personnel Committee and he is very enthusiastic about the program. Councilmember Matthews made a motion to approve a contract with Texas DPS to imnlement the provisions of Article 6687d and Councilmember Rex seconded the motion The motion passed unanimously. MAYOR'S ACTIVITY REPORT TXDOT Meeting. Mayor Green stated that he would be in Bryan tomorrow to make a presentation on the City's two highest priorities to a member of the Texas Department of Transportation appointed by the Governor. TML Fall Meeting. Mayor Green stated that many Councilmembers were at the TML Fall Meeting and congratulated Councilmember Dan Davis on his re- election as President of TML Region 14. COUNCILMEMBER ACTION Timberwilde Water System. Councilmember Lange made a motion to annrove the acquisition of the Timberwilde water system and related real Property and improvements for $75,000, and Councilmember Davis seconded the motion. The motion passed unanimously. TXDOT Priorities. Councilmember Matthews asked what two priorities the Mayor would be presenting at his meeting in Bryan. Mayor Green stated that the first priority will be the implementation of the I-45 corridor study and the second priority will be the continuation of four lanes on Highway 19 on the east part of town. Utility Deregulation. Councilmember Luning stated that at the TML Fall Meeting, Councilmembers had a chance to visit with Allen Hightower on utility deregulation. It appears the City's position compliments his position on this issue. Combined Law Enforcement Dispatch Center Meetings. Councilmember Luning stated that he and Councilmember Howard have been CITY COUNCIL MEETING OF AUGUST 12, 1997 BOOK 'S" 108 attending the combined dispatch meetings as representatives of the City. Ouarterly Work Shoo Meetings. Councilmember James stated that she supported Councilmember Matthews' suggestion that quarterly work shop meeting of City Council be held. Mobile Art Distlay. Councilmember James stated that die mobile art display is at the Walker Education Center and encouraged Councilmembers to view the display. Goodbv Amy Unshaw. Councilmember James wished Amy much success in her new career. Wilson Prooertv. Councilmember Davis made a motion to direct staff to accuire a tract of land on l Oth Street and Old Madisonvil le Road owned by Blandene Wilson in an amount not to exceed $14,500, and Councilmember Lange seconded the motion The motion passed unanimous]y. MEDIA INQUIRIES Wayne Sorge, KSAM Radio, asked if the City had anything in writing confirming the finalization of the post office deal. Mayor Green stated no.
