The Council met in regular session with the following members present: COUNCILMEMBERS: William B. Green, Mayor Dave Lotting Officers: Dan S. Davis David Martinez Gene Pipes, City Manager Ronald L. Lange Marjorie Rex Danna Welter, City Secretary Ann James JoAnn Matthews Scott Bounds, City Attorney INVOCATION Invocation by Councilmember lames. CONVENE PUBLIC HEARING REGARDING THE USE OF THE CITY'S 37.05 ACRES IN THE JOHN W. INGERSOLL SURVEY AS AN OIL AND GAS LEASE I. Charles Smithey. Mr. Smither stated that most oil leases in this area are for a three year paid up lease and asked the reason why this lease is for a one year primary term. Mr. Bounds stated that the bidder has indicated that they will be able to accomplish set up and begin production within the one year period and it is to the City's advantage. CONSIDER AWARD OF OIL AND GAS LEASE FOR 37.08 ACRES OF CITY PROPERTY Councilmember Luning made a motion to award an oil and gas lease to Antam Resources. Inc. on 37.08 acres out of the John W. Ingersoll Survey with a cash bonus of $2,000, a primary teem of one Year lease will be a raid -up lease and the City will retain a rovaltv ' of 1/4 and Councilmember L nee seconded the motion The motion passed unanimously. INOTL Councilmember Matthews absent for formal session. present for work session.] i MAYOR'S ACTIVITY REPORT L Consider appointments to various Boards and Commissions: a) Mrs. Ruth Pate to the Huntsville Arts Commission to replace Jill Baine who resigned. Councilmember Luring made a motion to appoint Mrs Ruth Pate to the Huntsville Arts Commission and Councilmember Rex seconded the motion The motion passed unanimously. b) Mrs. Mercedes Loupe, Mr. Stanford Douglas, and Mr. Jay Griffin to be reappointed to the Huntsville Housing Authority. Councilmember Davis made a motion to reappoint Mrs Mercedes Loupe Mr. Stanford Douglas and Mr. Jay Griffin to the Huntsville Housing Authority, and Councilmember Rex seconded the motion. The motion passed unanimously. 2. Meeting (Austin) - TML/Cities- relating to rural water comorations. Mayor Green stated that he, Gene Pipes, Dan Davis, Ron Lange, Boyd Wilder and Scott Bounds went to Austin to visit with other city officials with problems involving rural water corporations to discuss the handling of issues and to try to reach a consensus to what approach cities should take. Many ideas were brought out at the meeting as there is a broad concern across the state about water issues and how to deal with the problems with mral water corporations. CITY COUNCILMEMBER ACTION August 19 Meeting in Austin. Councilmember Davis stated that although there are many problems between water supply corporations and cities, there are a number of mral water corporations around the state that work cooperatively with their neighboring cities. As a note, there are several other rural water corporations in Walker County that the City has no problems with. The City hopes to encourage more of an air of cooperation with Walker County Rural Water Supply Corporation. Councilmember Lange stated that he would like to clarify one point; not only is the City not having problems with several other rural water corporations in the County, but we have a good relationship of cooperation with them.
