Proclamation No. 2023-22 Roxie Douglas Foundation Proclamation No. 2023-22 WHEREAS Roxie Douglas Scholarship Foundation & Learning Institute is a non-profit organization that has provided graduates of Huntsville Independent School District and surrounding areas with scholarships in honor of Mrs. Douglas for the past 27 years; and WHEREAS Mrs. Douglas was an Educator that was dedicated to promoting the importance of higher education. Mrs. Douglas graduated from Bishop College receiving a Bachelor's Degree in Music Education. She continued her education at Texas Southern University earning her Master's Degree in 1961. She received a Library Science Certificate from Sam Houston State University; and WHEREAS Mrs. Douglas was the first African American Woman to be employed by the Texas Department of Corrections (TDC). Beginning her employment in 1962, she taught at the Goree Women's Prison. She retired from the TDC, Wyndam School District in 1983, after 22 years of service. Extending past her career, she served as the first African American woman School Board Trustee with the Huntsville Independent School District. She also taught in private capacity as a Piano Instructor, Director of the Happy Days Daycare Kingdom, and Minister of Music for First Missionary Baptist Church for more than 50 years; and WHEREAS Mrs. Douglas was involved in her community as, President of the National Council of Negro Women, Board Member of the Huntsville Youth Orchestra, President of C.O.M.E., Habit for Humanity, and Walker County Council of Organizations. After passing on her birthday on April 7, 1997, the House of Representatives of the 75th Texas Legislature paid tribute to her life and career through Resolution H.R. No. 799, on May 5, 1997; and WHEREAS The Roxie Douglas Scholarship Foundation has awarded 154+ $1,000 scholarships to graduating seniors from the Huntsville Independent School District and surrounding areas, as well as, awarding over 100 Humanitarian awards to Businesses, Churches and Individuals in the community who have worked with, or made donations to the Foundation. In 2006 the Foundation expanded with an After-School program that provides tutoring for at-risk children in the Huntsville Independent School District; and NOW, THEREFORE, I, Andy Brauninger, Mayor of Huntsville Texas deem it an honor and a pleasure to extend this Proclamation with sincere congratulations and best wishes at this; 27th Roxie Douglas Scholarship Foundation & Learning Institute Banquet
