1 CALL TO ORDER
Mayor Turner called the meeting to order.

Councilmember Barrett led the invocation.
' PUBLIC COMMENTS
There were no public comments.
STATUTORYAGENDA
a. Discussion and possible action on the Memorandum of Understanding between the City of Huntsville,
Walker County and the Boys & Girls Club for the City of Huntsville Community Shelter. [Bill Baine, City
Manager]
Councilmember Forbus made a motion to accept the Memorandum of Understanding Councilmember Wagamon
seconded the motion.
Councilmember Forbus relayed Councilmember Mahaffey's concerns over the fact that the Boys and Girls Club
(BOGC) did not have a pick up policy.
In response to Council questions, Dr. Sherry McKibben, Community Development Specialist, confirmed that the grant
would be for around $2.5 million, and would provide for the construction of the 10,000 square foot enclosed gym and
recreational portion of the new building. She said the building would be constructed on the BOGC land, and that the
BOGC would raise the money to complete the rest of the 22,000 square foot building. Dr. McKibben said that the City
would only be providing grant expertise.
Councilmember Forbus asked if the BOGC could have a pick up policy. The Mayor said that perhaps the BOGC could
be contacted directly.
Bill Baine, City Manager, explained that FEMA grants were no longer given just for shelter structures, that an
organization had to use the facility full time.
Councilmember Woodward stated that he would not participate in the vote, as he is on the Board for the BOCG, but
has no financial interest or other conflict. He also said that the BOGC would be responsible for the maintenance and
utility costs of the new building, and that BOGC would cease activities during emergencies so that the City of
Huntsville could use the building as a local shelter for citizens and first responders. Councilmember Woodward said
he also supported a pick up policy, but that that issue was part of the City's agreement with the BOGC.
Councilmember Barrett conveyed his feeling that this was a very significant grant and gave kudos to those who were
