MIN CC 02/26/2008CITY COUNCIL MEETING of FEBRUARY 26, 2008 BOOK "U" 98 'ES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 26TH DAY OF FEBRUARY, 2008, IN THE LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 5:OOPM. Council met in a special session with the following members present: ;ILMEMBERS: J. Turner, Wayne Barrett, Jack Choate, Mickey S. Evans, Clarence Griffin , Melissa Mahaffey, Mac Woodward, and Dalene Zander Gene Pipes, Interim City Manager; and Stephanie Brim, City Secretary ,LL TO ORDER [5:03pm] yor Turner called the meeting to order. Mayor Turner also briefly clarified what would be discussed in Executive Se t process decisions would be made in public, open session, but discussion and decisions about particular candidates done in Executive Session. [Note: Councilmember Willett arrived at 6:35pm.] ;IAL SESSION Presentation, discussion and/or possible action on City Manager Search to include development and clarification qualification requirements and criteria for internal candidates. Presentation, discussion and /orpossible action on City Manager Search with respect to internal candidates that ha submitted an application. Presentation, discussion and /or possible action on City Manager Search Consultant firms. The City Council reviewed and discussed the existing 1997 (although not officially accepted /approved by the Cit Council) job description for the City Manager, and also utilized a proposed job description submitted by Councilmembe ' Evans. Council agreed to the following minimum requirements for education and experience in order to be considered • A Bachelor's Degree from an accredited university is required, with a Master's Degree preferred, in Public Administration, Business Administration, or a field related to a major function of local government; • A minimum of five (5) years of responsible, professional experience in municipal management with experience i budgeting, finance, personnel management, and other municipal functions, with previous city manager o assistant city manager experience preferred; • Current United States' citizenship; and • Either possess or be working toward ICMA credentials. The Council discussed at length and in detail the process for sending internal candidates to the search firm, a decision on the choice of search firm, and the order in which to proceed. Councilmember Evans seconded the motion. Following further discussion, Councilmember Choate withdrew his motions. The top two firms were tied, and a second straw poll was conducted. Arcus Public was the clear winner of second straw poll. (There continued to be discussion about the process in and among the following actions.) CITY COUNCIL MEETING of FEBRUARY 26, 2008 BOOK "U" 99 Woodward voting against. Barrett's motion passed 6 -3 with Councilmembers Evans, Griffin, and Mahaffey voting against. managersearch. Councilmember Evans seconded the motion. The motion passed 8 -1 with Councilmember Mahaffey Councilmember Griffin seconded the motion. The motion passed 9 -0. Given the late hour, the City Council determined that theywould review the applications at the March 4, 2008, City Council meeting. ADJOURNMENT [7:42pm] Mayor Turner adjourned the meeting.
