MIN CC 03/06/2007CITY COUNCIL MEETING MARCH 6, 2007 BOOK '# 14 MINUTES OF THE HUNTSVILLE CITY COUNCIL MEETING HELD ON THE 6TH DAY OF MARCH 2007, IN THE Cl HALL, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 6:00 P.M. The Council met in a regular session with the following members present: COUNCILMEMBERS: OFFICERS: J. Turner Bob Tavenner Kevin Evans, City Manager Mickey Evans Dalene Zender Danna Welter, City Secretary Jim Willett Mac Woodward Thomas Leeper, City Attorney Jack Choate Clarence Griffin Melissa Mahaffey WORK SESSION [5:00 p.m. — 5:25 p.m.] Jean Sanders, Director of Public Safety reviewed the 2006 Police Department Contact Report. CALL TO ORDER [6:00 p.m.] Mayor Turner called the meeting to order. PLEDGE OF ALLEGIANCE to US AND TEXAS FLAGS, INVOCATION Councilmember Griffin led the invocation. PRESENTATIONS a.. Bryan Wood and David Stephens, TXDOT, formally presented Spur 94 to the City. b. Proclamation — National Colorectal Cancer Awareness Month. PUBLIC COMMENTS None. CONSENT AGENDA Consider minutes of February 20, 2007. [ Danna Welter] STATUTORY AGENDA a. Accept the bid from Texas Investments in the amount of $35,064.00 for the purchase of one used manufactured home for Fire Station #2 and to complete the project with the remaining budgeted funds, as presented by Debby Mikulin, Purchasing Agent, and Tom Grisham, Fire Chief. A decision package was approved in the 06107 FY budget to place housing for two fire department personnel and two EMS personnel at the fire station #2 site, 2206 Avenue J. After the home is placed behind fire station #2, an ambulance will also be housed along with fire truck vehicles. This will assure a faster response time for fire and ambulance services for the downtown area. The bid tabulation is as follows: - Texas Investments Huntsville, TX S 35,064.00 — (used) - Homes Across America S 49,483.36 - (new) Willis, TX Nine bid packets were mailed and two were received. Other packets were Clayton Homes, Reliable Homes, Oak Creek Homes, Mercury Homes and Huntsville Homes all in Huntsville, Country Time Homes in Willis, and Green Ridge Homes in Trinity. FISCAL IMPACT or FUNDING SOURCE: 101 552 57555 $40,000 budgeted amount Additional budgeted expenses will be necessary for utility connections, furnishings and minor modifications to have an operational bunker program. MAYOR I COUNCILMEMBER I CITY MANAGER REPORT a. CPAC Report, as presented by Councilmember Evans. Councilmember Evans thanked the members of City Council and the committee for their work from last July until tt March. He stated that there would be a display at the upcoming Trade Expo. He also stated that the information provided the Public Meeting would be posted at City Hall for visitors to see. Regarding future action, he stated that City Council and tl Planning and Zoning Council would meet for a work session to discuss the plan on Saturday, March 17" at 8:30 am at C Hall. A public hearing is scheduled for Tuesday, March 27� in a joint session of the City Council and the Planning and Zonii Commission. The current information is on the website. Following the Public Hearing, the Planning and Zoning Commissi� will meet on April 2nd to consider the draft plan and make recommendations to the City Council for adoption possibly on Af 101h. Councilmember Woodward thanked all the participants in the March 2nd events for Texas Independence Dayand & Houston's birthday. He especially thanked the City's parks, street and cemetery crews for their help in the events. PUBLIC COMMENTS 1. Jack Remeny. Mr. Remeny responded to previous comments regarding the Houston TIRZ #6. He stated that it w as 1 only one of 22 in Houston not producing income. 2. Ila Gaines. Ms. Gaines stated her support for the Ravenwood project to help stop the retail leakage to the South 3. Cyndi Ammons. Ms. Ammons stated her support of the Ravenwood development. 4. Robert Ernst. Mr. Ernst stated that growth would come when the time is right and was not a supporter of the Rave development. 5. Frederick Gottschalk. Mr. Gottschalk supported the Ravenwood project. 6. David Standlee, President, HISD School Board. Mr. Standlee stated that HISD is excited about the Ravenwood and the growth of economic development. 7. Dale Wright. Mr. Wright stated that he was 100% in favor of the Ravenwood project. 8. Buddy Aber. Mr. Aber stated that as an SHSU graduate himself, he sees our students working to the South of Hu because of the lack of jobs here. He supports the Ravenwood project 150 %. ' 9. Lawrence Franklin. Mr. Franklin stated that Huntsville needs businesses to come and help pay taxes. Naturaleo growth will not happen without the incentives necessary for economic development. 10. Jamie Matthews. Ms. Matthews stated that she supported the Ravenwood development. 11. Jim Hanscom. Mr. Hanscom stated that incentives are necessary for growth. City Council has a responsibility to make happen. 12. Brian Cox. Mr. Cox stated thanked City Council for being community volunteers. He has traveled around Texas with job at TDCJ and where there is no growth, towns wither up and die. Economic incentives were approved by the legislature attract jobs and businesses. 13. Basil Long, Mr. Long stated that business growth was good for economy. None.
