WHEREAS, Parkview Place Senior Housing, LP has proposed a re- development of affordable rental housing at 1110 Avenue N (Lot 2, Huntsville Memorial Hospital subdivision), named Parkview Place in the City of Huntsville, Texas; WHEREAS, Parkview Place Senior Housing, LP has submitted application to the Texas Department of Housing and Community Affairs (TDHCA) for 2012 Housing Tax Credits for Parkview Place; WHEREAS, pursuant to the 2012 Qualified Allocation Plan and guidelines, we support the project named Parkview Place and acknowledge the project will receive tax credits from TDHCA; WHEREAS, there is a need for affordable housing in the City of Huntsville; WHEREAS, Parkview Place Senior Housing, LP intends to submit a joint application to the Texas Department of Housing and Community Affairs (TDHCA) for 2012 Housing Tax Credits and HOME Investment Partnership Program funds for Parkview Place; and WHEREAS, §50.9(b)(5), Texas Administrative Code, which gives Housing Tax Credit points for the commitment of development funding by the Unit of General Local Government, states that the TDHCA HOME Program funds will not qualify for points in this category "unless a resolution is submitted with the application from the Governing Body of the Unit of General Local Government authorizing that the Applicant act on behalf of the Unit of General Local Government in applying for HOME Program funds from TDHCA for the particular application" NOW, '1- :REFQRE, BE- IT- RESOLVED -BY THE- CITY - COUNCIL -OF THE - CITY -OF- HUNTS- VILLE, TEXAS THAT: Section 1. Approval: Finance approval: AK N/A Issue /Item Description: Consider approval of Resolution 2012 -15 in support of an application for Housing Tax Credits and authorization of an application for HOME program funds on behalf of the City of Huntsville from National Church Residences, for the Parkview Place apartment project located at 1100 Avenue N, Lot 2 of the Memorial Hospital Subdivision. Background: National Church Residences, is requesting a resolution in support of an application for Housing Tax Credits from the Texas Department of Housing and Community affairs to purchase and rehabilitate an existing 41 unit low- income apartment complex for seniors. In addition, the resolution authorizes NCR to apply for HOME funds on behalf of the City of Huntsville. The developer is not requesting any financial support from the City. The attached documentation describes the proposed project in greater detail and also provides additional background on NCR. A corporate profile of NCR is available for viewing in the Planning offices at the Service Center. The development will consist purchase and rehabilitation of the existing Parkview Place apartments of 41 units. The units will target those with incomes below the area median household income with below market rents. The total investment in rehabilitation of the apartment is approximately $1.7 million, with a total project cost of about $3 million, and is expected to be completed in the summer of 2014. In addition, since the Housing Tax Credit program does not allow properties to be tax exempt, the property will be placed on the tax rolls. It is currently a tax - exempt property since it is owned by Huntsville Memorial Housing. The HOME program funds for which the developer is applying are different than the HOME funds that the city applies for and has received in the past. The application for HOME funds by National Church Residences will not be in conflict with a applications that staff is aware of for similar funding. The proposed project is in accordance with Goal 2.3 of the Comprehensive Plan: A balance of new growth and careful redevelopment within Huntsville. Two action statements under this goal, broaden the range of housing types and price diversity to meet the affordability needs of the population and take steps to ... stabilize and reinvigorate older neighborhoods that have experienced decline are met by this project. E PRESENTED 1 TABLED E OTHER SECOND: E VOTE: APPROVED I- DECLINED ACTION Parkview Place National Church Residences ( "NCR ") is applying to the Texas Department of Housing and Community Affairs ( "TDHCA ") for funding under the Housing Tax Credit Program to rehabilitate Parkview Place, an existing low -rise apartment community for lower income seniors consisting of 41 units. About Parkview Place Parkview Place is located at 1110 Avenue N St. in the City of Huntsville, Walker County. The Development was initially built in 1989 as a single structure with community space for the residents in addition to on -site laundry facilities. The community is unique in that all residents benefit from project based rental assistance, which ensures the residents pay no greater than 30% of their income towards rent and utilities. Huntsville Memorial Housing owns the property but intends to sell it to National Church Residences, who currently manages the property. NCR will further develop the property by renovating the units and bringing the facility up to current standards. The proposed development, once rehabilitated, will still consist of 41 units and will continue to have project -based rental subsidy for each residential unit. The plan includes does not include any additional structures or major floor plan changes. National Church Residences NCR is a highly- reputed national non - profit organization dedicated to providing quality, affordable housing and care for seniors. With more than 330 residential developments throughout the United States and Puerto Rico, NCR has established themselves as a leading authority in the affordable housing community. NCR believes this development will assist the Huntsville community in continuing to meet a demonstrated need for affordable senior housing for years to come.
