ORD 2012-14 - Stop SignsORDINANCE NO. 2012 -14 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING CHAPTER 44, TRAFFIC AND MOTOR VEHICLES, OF ITS CODE OF ORDINANCES BY PLACING STOP SIGNS ON UNIVERSITY AVENUE AT 13TH STREET; AND MAKING OTHER FINDINGS AND PROVISIONS RELATED THERETO; AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE HEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, THAT: Section 1: The following described stop intersection shall be PLACED by the amendments shown below: Intersection On University Avenue At 13`h Street Section 2: The City Manager is authorized and directed to cause the placement of proper signs along the above described streets. Section 3: It shall be unlawful for driver of a vehicle to disobey the instruction of the signs placed in accordance with the provisions of this ordinance unless at the time otherwise directed by a Police Officer. Section 4: Any person, firm or corporation violating any provision of this ordinance or failing to comply with any requirement of the ordinance will be guilty of a misdemeanor as provided by Article I, Section 44 -4 of Chapter 44 of the Huntsville Code of Ordinances being punishable by a fine of not less than $1.00 nor more than two hundred ($200.00) dollars; except that minors who have passed their 14th birthday but have not reached their 17th birthday shall be punished by a fine of not more than $100.00. Section 5: If any section, subsection, sentence, clause, phrase or portion of this ordinance is for any reason held invalid or unconstitutional, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect any of the remaining provisions of this ordinance. Section 6: All ordinances and parts of ordinances in conflict with the provisions of this ordinance are hereby repealed; provided, however, that such repeal shall be only to the extent of such inconsistency and in all other respects this ordinance shall be cumulative of other ordinances regulating and governing the subject matter covered by this ordinance. Section 7: This ordinance shall take effect ten (10) days after its passage by the City Council. S. `Ram' Ramachandra, City Engineer CC: David Welch, Street Services Superintendent Kevin Lunsford, Police Chief DATE: October 17, 2011 SUBJECT: Traffic Study — University Ave & 13th Street Intersection NATURE OF REQUEST: The request is to consider providing a 4 -way STOP at the intersection of University Avenue & 13th Street by replacing the existing 2 -way STOP. Currently, University Avenue has through movement with STOP signs on 13th Street approaches. Insufficient sight distance for stopped vehicles on 13th Street to proceed safely and several near misses of potential collisions are quoted as the reason to consider providing 4 -way STOP at the intersection. LOCATION DESCRIPTION: University Avenue is a designated Primary Arterial Street and 13th Street is a Local Street in the study segment per current City of Huntsville Transportation Plan. Both streets are in 30 mph speed zone in the study segment. Traffic on University Avenue has the right -of -way for through movement, with Traffic on 13th Street need to STOP and yield for through movement on University Avenue before proceeding. TRAFFIC & SPEED DATA: Traffic and Speed Data were gathered during September 14, 2011 through September 21, 2011 at both directions at all four approaches of the intersection using Numetric traffic counters. Evaluation of the data indicates that neither the volume of traffic nor the speed warrants a 4- Way STOP at the intersection based on the guidelines and requirements outlined in the latest edition of the Texas Manual for Uniform Traffic Control Devices (TMUTCD). A discrepancy was Traffic Study — University Ave & 13th Street Intersection. Oct 17, 2011 noted in the traffic data gathered by one of the traffic counters that gathered data for the southbound traffic in the 1300 Block of University Avenue. While the speed data gathered is in the range comparable to speed data gathered by other counters on University Avenue, the volume data appears to be out of range in comparison to the data collected from other counters. However, this one discrepancy has no effect on the determination of the warrant for the installation of 4 -Way STOP. Attached Figure 1 shows the location of the intersection, average daily traffic (ADT) & 85th Percentile speeds for all 4 approaches in both directions and the existing parallel parking limits (approximate) along the both sides of the north approach near the intersection. Also attached to this memo are the summary traffic report generated from the data gathered using Numetric traffic counters. ACCIDENT (CRASH) HISTORY Five accidents at the intersection of University Avenue and 13th Street were recorded by the City of Huntsville Police Department (PD) during the last 24 months. One of these accidents reported a possible injury and remaining are non - injury accidents. In all the five reported accidents, side impacts due to east / west bound vehicles on 13th Street failing to yield to the north / south bound vehicles on University Avenue have been reported. EXISTING STREET PARKING AND SIGHT DISTANCE: On evaluating the existing street parking on both University Avenue and 13th Street near the intersection, it was evident that the existing parallel parking on both sides of University Avenue north approach combined with the upward vertical slope in the north approach of University Avenue is causing the less than desired /required sight distance for the east and west bound traffic at the intersection to safely proceed after stopping. CONCLUSION AND RECOMMENDATION: The vehicular volume entering the intersection from the major street approaches (in this case, University Avenue) should average at least 300 vehicles per hour for any 8 hour of an average day to warrant a 4 -Way STOP, according to TMUTCD. The vehicular volumes recorded are much lower than 300 vehicles per hour from both approaches on University Avenue. Also, according to TMUTCD, five (5) or more reported crashes in a 12 -month period warrant a multiway stop installation. There were only 2 accidents recorded by the PD in each of the last two 12 -month periods. Hence crash history does not warrant a 4 -Way STOP. Oct 17, 2011 The sight distance for traffic stopping at 13th Street approaches can be improved by eliminating few parking spaces on both sides of the north approach. However, there is always increasing demand for additional street parking in the vicinity of the intersection, for being part of the downtown and being in close proximity to Sam Houston State University (SHSU). Hence, elimination of existing parking will result in inconvenience to businesses and patrons in the downtown area and to SHSU students and visitors. University Avenue is a designated primary arterial street in the City of Huntsville Transportation Plan. From the overall transportation, mobility and emergency services point of view, it is always desired to keep the interruption to the traffic movement on any arterial street to a minimum. However, considering the traffic volume on University Avenue being much lower than what is expected of Primary Arterial Street, providing a 4 -Way STOP will not adversely affect the overall traffic mobility in the downtown area. In view of insufficient sight distance for the stopped vehicles on 13th Street to safely proceed, a 4 -Way STOP at the intersection is warranted to improve the traffic safety at this intersection. Hence, it is recommended to change the traffic control measure at the University Avenue and 13th Street intersection from the existing 2 -Way STOP to a 4 -Way STOP.
