Proclamation 2021-25 Eagle Scott AwardProclamation N0. 2021-25 WHEREAS the conferring of the designation of Eagle Scout is one of the highest awards that can be bestowed upon a Boy Scout, as it requires years of dedication and commitment to achieve, since Eagle Scouts act as leaders and role models in the community; and WHEREAS Julie Elizabeth Seppanen has dedicated many years to the pursuit of achieving the honor of Eagle Scout by starting her path in scouting as a MeToo in Pack 98. In 2017 during her high school years, Julie was a founding member of Venturing Crew 309 in Huntsville. WHEREAS In 2019 when Scouts BSA began to allow females into the program, Julie started in Huntsville as a Lone Scout, because there was no troop for her to be a part of at the time. She was supported by several members of the Huntsville Scouting community as she progressed through the first four ranks and continued through a girl’s troop that was formed within the Council to earn her last three ranks in Troop 1812 in Spring, Texas. Julie became a Brotherhood Member of the Order of the Arrow and was one of the first people to do the Brotherhood ceremony at the New Camp Strake; and WHEREAS She has earned 36 merit badges which means 3 Eagle Palms, four religious badges and her mile swim badge. Julie is a member of the Inaugural Female Eagle Scout class and is the only member raised in Huntsville that has that distinction; and WHEREAS Julie had to scout during the COVID pandemic, and her Eagle Scout project centered around making masks for Elkins Lake Baptist Church and over 100 masks were made to meet needs as the church deemed necessary; and WHEREAS the City of Huntsville is proud of Julie Elizabeth Seppanen, the first female Eagle Scout that is a resident of Huntsville, Texas, as she exemplifies the values that make a community strong. NOW, THEREFORE BE IT HEREBY PROCLAIMED, by the power vested in me as the Mayor of the City of Huntsville, that May 30, 2021 be designated as: Julie Elizabeth Seppanen Day in Huntsville, Texas, and urge all citizens to join in the celebration of this achievement and acknowledge Julie’s special contributions to our community.
