RESO 2012-12 - HGAC Victim AssistanceRESOLUTION NO. 2012-12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AUTHORIZING THE SUBMISSION OF THE 2013 GENERAL VICTIM ASSISTANCE - DIRECT SERVICES PROGRAM GRANT TO THE HOUSTON - GALVESTON AREA COUNCIL (HGAC) AND THE TEXAS CRIMINAL JUSTICE DIVISION OF THE GOVENORS OFFICE FOR A VICTIMS SERVICE COORDINATOR; AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE 2013 GENERAL VICTIM ASSISTANCE - DIRECT SERVICES PROGRAM GRANT. WHEREAS the City desires to ensure the safety and well-being of all it citizens and; the City of Huntsville requires the Police be charged with this task; and WHEREAS it is necessary and in the best interest of the City to apply for funding under the General Victim Assistance Grant Program. NOW, THEREFORE, be it resolved by the City Council of the City of Huntsville, Texas, that: SECTION 1: A General Victim Assistance Grant Program application is hereby authorized to be filed on behalf of the City and be placed in competition for funding to H -GAC . SECTION 2: The application will be for $54,135 to provide salary and training for a Victims Service Coordinator, and the City agrees to provide matching funds not to exceed $10,827. SECTION 3: The Mayor and City Council strongly support this application to address the safety and well- being needs of the Community. SECTION 4: The City agrees that in the event of loss or misuse of the Criminal Justice Division funds, the funds will be returned to the Criminal Justice Division in full. SECTION 5: The City Council directs and designates the City Manager, Bill Baine, as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in the General Victim Assistance Grant Program. Background: The City of Huntsville currently has a full-time, grant-funded, Victim Service Coordinator. Facts to Consider: • The City utilized the District Attorney's Victim Service Staff exclusively, before the award of the 2012 Victims Service Grant. • The City implemented the Victim's Service grant for 2012 in November 2011. • 20% match required • Can be renewed yearly up to 29 more years. • Would be able to continue to offer effective and comprehensive services to the community.
