The Council met in a regular session with the following:
COUNCILMEMBERS PRESENT: Daiquiri Beebe, Blake Irving, Russell Humphrey, Dee Howard Mullins,
Bert Lyle, Joe P. Rodriquez, Andy Brauninger, Clyde D. Loll, Mari Montgomery
COUNCILMEMBERS ABSENT: None

WORKSHOP [4:30 P.M.] The City Council heard a presentation with Planning Commission to hear progress
on the update of the "Huntsville Horizon" Comprehensive Plan by consultants from Kendig Keast Collaborative.
MAIN SESSION [6:00 P.M.]
CALL TO ORDER — Mayor Brauninger called the meeting to order at 6:00 p.m.
INVOCATION AND PLEDGES
U.S Flag and Texas Flag: Honor the Texas Flag. I pledge allegiance to thee, Texas, one state, under God,
one, and indivisible.
Councilmember Lyle gave the invocation and Mayor Brauninger led the pledges.
PROCLAMATION— Extra Mile Day and Chamber Week
The Mayor thank Councilmember Beebe for her research and effort on finding more detailed information on
the SHSU Water Reclamation agenda item.
1. CONSENT AGENDA
Public Comments will be called for by the presiding officer before action is taken on these items.
(Approval of Consent Agenda authorizes the City Manager to implement each item in accordance with
staff recommendations. An item may be removed from the Consent Agenda and added to the Statutory
Agenda for full discussion by request of a member of Council.)
a. Approve the minutes of the City Council meetings held on October 6, 2020. [Brenda Poe, City

b. Consider the purchase of hardware and services for an upgrade to the City's core data and
server storage infrastructure. [Bill Wavra, IT Director]
c. Consider adoption of Resolution establishing Walker County Appraisal District Fiscal Year.

Councilmember Montgomery made a motion to approve the consent agenda with a correction to the date
of the draft minutes to read October 611', 2020; the motion was seconded by Councilmember Howard. The
motion was adopted, 9-0.
2. STATUTORY AGENDA
a. FIRST READING - Consider authorizing the City Manager to award the construction for FY
2019-2020 Miscellaneous Waterline Replacement Projects (Nos. 20-10-01, 20-10-02 and 20-10-03),

First reading, no action taken.
b. Consider approving the Use of Reclaimed Water Agreement between City of Huntsville and Sam
Houston State University. [Brent S. Sherrod, P.E., Director of Public Works]

The Council recessed into executive session at 6:30 p.m. by Mayor's request without objection. Council
reconvened at 7:16 pm. Councilmember Beebe motion at motion to postpone item 2b; the motion was
seconded by Councilmember Humphrey. The motion was adopted, 9-0.
3. CITY COUNCIL/CITY MANAGER/CITY ATTORNEY
a. FIRST READING - Consider an ordinance amending the code of ordinances of the City of
Huntsville, Chapter 90, "Traffic and Vehicles" by revising and updating Article VII, Regulation of
Golf Carts regulating the use of golf carts on public streets or highways within the City Limits, first
reading. [Joe Rodriquez, Mayor Pro Tem]
First reading, no action taken.
b. Consider a request from the HEARTS museum for participation in the replica of the Vietnam
Veterans War Memorial. [Joe Rodriquez, Mayor Pro Tem]
Mayor Pro Tem Rodriquez made a motion to authorize the City Manager to enter into an agreement with
the HEARTS museum for participation in the replica Vietnam Veterans War Memorial in the amount of
$25,000 provided that the HEARTS museum secures the remaining funds for the project; the motion was
seconded by Councilmember Lyle. Museum President Kenneth Lee spoke on the effort to bring the
replica wall to Huntsville. Mayor Pro Tem Rodriquez made a motion to amend the original motion to
increase the amount to $50,000; the motion was seconded by Councilmember Montgomery. The amended
motion was adopted. 9-0. The original motion was adopted, 9-0.
4. REQUESTS FOR CITIZEN PARTICIPATION
An opportunity for citizens to be heard on any topic and for the City Council to participate in the
discussion. No action will be taken.

6. ITEMS OF COMMUNITY INTEREST
(Hear announcements concerning items of community interest from the Mayor, Councilmembers, and
City staff, for which no action will be discussed or taken.)
Mayor Brauninger announced early voting for the November 3rd election has begun and will continue through
October 30th. All early voting will take place at the Walker County Storm Shelter on 75 North. I want to
encourage citizens of Home Sweet Huntsville to get out and vote.
Councilmember Loll asked residents wish Big Sam a happy birthday with a photo or video and post it to
social media using #HappyBirthdayBigSam and tag @SamHoustonStatue and be entered to win a t-shirt,
mini statue replica signed by David Adickes, and a $25 gift card! Big Sam will turn 26 on Thursday, October
22nd.
Councilmember Irving invited the public to enjoy the spooky Halloween season and the Main Street program
is celebrating with a Storybook Stroll! Bring your kiddos to downtown over the next two weeks and enjoy a
Charlie Brown favorite. See the City of Huntsville Main Street social media for more details.
Councilmember Montgomery spoke about the free drive-thru COVID testing continues at the Huntsville
Memorial Hospital Clinic Monday through Friday from 4-8 pm and Saturday Sam -noon and Sunday from
noon to 4 pm at 125 Medical Park Drive. Registration is not required but helpful to get through the processing.

Councilmember Beebe announced that the Huntsville Public Library will be reopening this month! Following
the guidance of City officials, the Library will reopen on Monday, October26, 2020 under the modified hours
of 10 a.m. to 1 p.m. and 4 p.m. to 7 p.m. Mondays through Fridays. The library will only be able to
accommodate fifty patrons inside the library at one time. Per Governor Abbott's Executive Order 28, all
persons must wear a mask unless they are under the age of 10 or have a medical condition. The library's book
sale will be open. Limited computer access will be available on a first come, first served basis. Limited
computer assistance will be offered in an effort to maintain social distancing. Meeting room reservations will
not be available, and the library's reading furniture will be inaccessible. For more information, please call

Councilmember Howard added the Carpool Cinema will be showing the classic Halloween movie Hocus
Pocus at Kate Barr Ross Park, field 6 & 9 parking lot. Showing will start at 8 PM and parking can begin at
7:15 PM. Citizens will be asked to stay inside their vehicles to practice social distancing. There will be a
drawing of awesome Door Prizes for the kids! Winners will be announced during the movie.
7. EXECUTIVE SESSION
a. City Council will convene in closed session as authorized by Texas Government Code, Chapter551,
Section 551.071 — consultation with legal counsel on a matter in which the duty of the attorney to
the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State
Bar of Texas clearly conflicts with chapter 551 relating to and for the purpose of attorney -client
communications concerning the City of Huntsville New Police Headquarters and Fire Station
#21Fire Administration Building Project.
b. City Council will meet in Executive Session pursuant to Texas Government Code Section 551.087 -
deliberation regarding economic development negotiation, in reference to Project Lego.
c. City Council will convene in closed session as authorized by Texas Government Code, Chapter 551,
Section 551.071 — consultation with counsel on legal matters regarding a Mobile Food Vendor
Court on property located at 275 FM 247.
d. City Council will convene in closed session as authorized by Texas Government Code, Chapter 551,
Section 551.074 — personnel matters regarding the appointment, employment, evaluation,
reassignment, duties, discipline, or dismissal of a public officer or employee, concerning City
Manager Aron Kulhavy.
The Council convened into Executive Session at 7:56 p.m.
8. RECONVENE
The Council reconvened at 8:52 p.m.
ADJOURNMENT
Mayor Brauninger adjourned the meeting without objection at 8:52 p.m.
