RESO 2013-07 - HGAC Victims Services - 4/16/2013 RESOLUTION NO. 2013-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AUTHORIZING THE SUBMISSION OF THE 2014 GENERAL VICTIM ASSISTANCE - DIRECT SERVICES PROGRAM GRANT TO THE HOUSTON-GALVESTON AREA COUNCIL (H-GAC) AND THE TEXAS CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE FOR A VICTIMS SERVICE COORDINATOR; AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE 2014 GENERAL VICTIM ASSISTANCE- DIRECT SERVICES PROGRAM GRANT. WHEREAS the City desires to ensure the safety and well-being of all it citizens;and, WHEREAS the City of Huntsville requires the Huntsville Police Department be charged with this task;and, WHEREAS it is necessary and in the best interest of the City to apply for funding under the General Victim Assistance Grant Program; NOW,THEREFORE,be it resolved by the City Council of the City of Huntsville,Texas,that: SECTION 1: A General Victim Assistance Grant Program application is hereby authorized to be filed on behalf of the City and be placed in competition for funding to H-GAC. SECTION 2: Application Grant#2463203 will be for$59,276.12 of which $47,420.90 will be grant funds, to provide salary and training for a Victims Service Coordinator. The City agrees to provide matching funds of$11,855.22. SECTION 3: The Mayor and City Council strongly support this application to address the safety and well- being needs of the Community. SECTION 4: The City agrees that in the event of loss or misuse of the Criminal Justice Division funds, the City assures that the funds will be returned to the Criminal Justice Division in full. SECTION 5: The City Council directs and designates the City Manager as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in General Victim Assistance Grant Program. Initiating Department/Presenter:Grants Presenter: Sherry McKibben,Community Development Specialist Recommended Motion: Move to approve Resolution 2013-07 in support of the Victims`Service Coordinator'Grant application: Strategic Initiative:Strategic Initiative #1- Huntsville residents enjoy a safe, healthy,affordable, and historic community Discussion: The City has had a Victim's Service Coordinator since November 2011 through grant funding from the Criminal Justice Department (CJD) of the Governor's Office and Houston-Galveston Area Council (H-GAC). The City is required to submit a new grant application each year and can continue to request funding for a total of 30 years. The City submitted a new application in March 2013 but requested less funding than the City Council approved in Resolution 2013-02. In that Resolution, the City Council agreed to an application for $59,548.00 with matching funds not to exceed $11,910.00. The actual application budget is for $59,276.12 with matching funds of $11,855.22 and grant funds of $47,420.90. CJD is requiring an updated resolution to match the numbers of the application and prior resolution. Previous Council Action: On February 1, 2011, the City Council approved applying for, accepting, and implementing a grant from H-GAC/CJD to hire a Victims' Service Coordinator. This grant was awarded in August 2011. On February 7, 2012,the City Council approved applying for, accepting, and implementing the second year of funding for the Victims' Service Coordinator position. On February 5; 2013, the City Council again approved applying for the third year of funding and passed Resolution 2013-02 in support of the application.
