RESO 2013-04 - TDHCA HOME ProgramRESOLUTION NO. 2013-04 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AUTHORIZING PARTICIPATION IN THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS (TDHCA) HOME INVESTMENT PARTNERSHIP PROGRAM RESERVATION SYSTEM; AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE RESERVATION SYSTEM. WHEREAS assisting very low - income homeowners in improving their properties is important to the City of Huntsville; and WHEREAS it is necessary and in the best interest of the City to participate in the Home Investment Partnership Program Reservation System. NOW, THEREFORE, be it resolved by the City Council of the City of Huntsville, Texas, that: SECTION 1: Contract be made with the Texas Department of Housing and Community Affairs for Participation in the Home Investment Partnership Reservation System. SECTION 2: SECTION 3: SECTION 4: Pursuant to the provisions of Texas Administrative Code Title 10, Part 1,Chapter 23, Subchapter C, Rule §23.30, the City will not be required to provide match for any Projects submitted to the Department under a Reservation Agreement or Contract awarded prior to December 31, 2013. It is understood that the Home Investment Partnership Program is a reimbursement program. The City Council directs and designates the City Manager, Matt Benoit, as the City's Chief Executive Officer and Authorized Representative, to act in all matters in connection with Program. Strategic Initiative Reference: Strategic Initiative #1 - Huntsville residents enjoy a safe, healthy, affordable, and historic community. Background: The City has participated with HOME Program for the last 3 years and has built 11 owner- occupied homes to date. The Texas Department of Housing and Community Affairs (TDHCA) began a Reservation system in addition to its traditional grants for dispersing funds for its HOME program 2 years ago. The City would like to request consideration for participation in this program. The program is to provide housing reconstruction to low-income owner-occupied } ' Facts to Consider • The reservation system is more favorable than traditional grants because of the lack of benchmarks and requirements of a specific number of homes. • The City is not obligated to a specific number of households to serve, but can serve as many as possible within the 2-year access period • There are no set benchmarks to achieve such as timetables • The City has completed 11 homes in the last 2years • A contract will be issued by TDHCA and brought back to Council for consideration. • The City currently has 2 properties that are qualified on the waiting list, with several more waiting for application processing. • Each property will result in its own contract and wilt be brought before Council for consideration. • The City is allowed to spend up to $85/000.00, or $78.00 per square foot, per house in hard costs and $9,000 in soft costs. • Administrative cost of 4% of the Construction costs per house contract will also be provided in the grant. • There is no match on this grant, but a $30.00 application fee is required.
