ORD CC 1980-08 - Amending Ch 2 administrationORDINANCE NO. 80 -8 AN ORDINANCE AMENDING CHAPTER 2, "ADMINISTRATION," ARTICLE I, "IN GENERAL," SECTION 2 -1, "PURCHASING PROCEDURES," OF THE CODE OF ORDINANCES OF THE CITY OF HUNTSVILLE, BY ADDING A NEW SUBSECTION (d) PROVIDING THE CITY MANAGER AUTHORITY TO APPROVE BUDGETED ITEM EXPENSES NOT EXCEEDING ONE THOUSAND DOLLARS AND ADDING A NEW SECTION 2 -2 ENTITLED, "BUDGET TRANSFERS AND CONTINGENCY ALLOCATIONS," PROVIDING THE CITY MANAGER THE AUTHORITY TO APPROVE SAME IN AMOUNTS NOT TO EXCEED ONE THOUSAND DOLLARS, AND PROVID- ING AN EFFECTIVE DATE. Section 1 Whereas, Section 11.18, "Purchasing Procedures," of the Huntsville City Charter, provides that "The Council may by ordinance confer upon the City Manager general authority to contract for expenditures without further approval of the Council for all budgeted items not exceeding one thousand dollars," the following new subsection (d) shall be established, as follows: BE IT ORDAINED by the City Council of the City of Huntsville that the following new subsection (d) of Section 2 -1, Article I of Chapter 2 of the Code of Ordinances of the City of Huntsville shall read as follows: Section 2-1. Purchasing Procedures (d) The City Manager may contract for expenditures without further approval of the Council for all budgeted items not exceeding one thousand dollars. Section 2 Whereas Section 11.09 "Appropriations," of the City Charter of the City of Huntsville provides "The Council may transfer any unencumbered appropriated balances or portion thereof from one office, department, or agency to another at any time. The Council shall have the authority to transfer appropriation balances from one expenditure account to another within a single office, depart- ment or agency of the City." And, whereas, from time to time the necessity exists to cause interfund budget transfers and contingency fund allocations in amounts not to exceed one thousand dollars; and whereas in the interest of the efficient administration of the business of the City and with due respect to the time constraints of the City Council, it is hereby ordained to delegate the following authority to the City Manager: BE IT FURTHER ORDAINED by the City Council of the City of Huntsville that a new Section 2 -2 entitled "Budget Transfers and Contingency Allocations," be established under Chapter 2, Article I of the Code of Ordinances, as follows: Section 2 -2. Budget Transfers and Contingency Allocations The City Manager shall have the authority, without first obtaining approval from the City Council, to approve intrafund budget trans- fers and allocations from the budgeted contingency funds of the City of Huntsville for amounts not to exceed one thousand dollars ..per .transfer or allocation. A quarterly report will be provided to the City Council showing all budget transfers and contingency allocations processed. • • _2_ Section 3 BE IT FURTHER ORDAINED that the above amendments to Chapter 2, Article I of the Code of Ordinances of the City of Huntsville shall become effective upon the passage of this Ordinance by the City Council of the City of Huntsville, Texas.
