Minutes - 05/02/2017MINUTES FROM THE HUNTSVILLE CITY COUNCIL REGULAR MEETING HELD ON THE 2ND DAY OF MAY 2017, IN THE CITY HALL, LOCATED AT 1212 AVENUE M, IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS, AT 6:00 P.M. The Council met in a regular session with the following: COUNCILMEMBERS PRESENT: Andy Brauninger, Keith D. Olson, Joe Emmett, Tish Humphrey, Ronald Allen, Joe P. Rodriquez, Clyde D. Loll, Tyler McCaffety, Paul Davidhizar COUNCILMEMBERS ABSENT: None OFFICERS PRESENT: Matt Benoit, City Manager; Leonard Schneider, City Attorney; Lee Woodward, City Secretary MAIN SESSION [6:00 p.m.] CALL TO ORDER — Mayor Brauninger called the meeting to order at 6:00 p.m. 2. INVOCATION AND PLEDGES U.S. Flag Texas Flag: Honor the Texas Flag. I pledge allegiance to thee, Texas, one state, under God, one, and indivisible. Councilmember Humphrey gave an invocation. Pre -K students from Gibbs Elementary led the pledges. 3. PRESENTATIONS AND PROCLAMATIONS - Youth Leadership Institute graduates - Tourism Week - Municipal Clerks Week 4. CONSENT AGENDA Public Comments will be called for by the presiding officer before action is taken on these items. (Approval of Consent Agenda authorizes the City Manager to implement each item in accordance with staff recommendations. An item may be removed from the Consent Agenda and added to the Statutory Agenda for full discussion by request of a member of Council.) a. Approve the minutes of the City Council meetings held on April 4, 18, and 25, 2017. [Lee Woodward, City Secretary] Councilmember Davidhizar moved to approve the consent agenda; the motion was seconded by Mayor Pro Tem Olson. The consent agenda was approved unanimously, 9-0. 5. STATUTORY AGENDA a. Presentation, public comment, discussion, and possible action to consider adopting Ordinance 2017-30, repealing "Smoking" Sections 32-166 through 32-169 of Article III in Chapter 32 of the City Code of Ordinances of the City of Huntsville, Texas, and replacing said sections with 32-166 through 32-176 to enact regulations related to smoking in the city; providing a severability clause, declaring a penalty; making other findings and provisions related thereto: and providing for the publication and effective date hereof, second reading. [Matt Benoit, City Manager] Dr. Ather Siddigi, Rev. Kimberly Carne, and Greg Talamantez offered public comment. Presentation, public comment, discussion, and possible action to consider adopting Resolution 2017-13 to make certain improvements to the Bruce Brothers Huntsville Regional Airport, more specifically described as an Airport Master Plan. Presentation, public comment, discussion, and possible action to consider authorizing the purchase and installation of fourteen (14) replacement manholes to be placed in an area commonly referred to as the Westridge Segment and approving associated budget amendment Ordinance 2017-33. The motion was unanimously adopted, 9-0. e. FIRST READING - Presentation, public comment, discussion, and possible action to consider adopting Ordinance 2017-35, creating parking restrictions in the Avenues area, first reading. [Y. S. "Ram" Ramachandra, City Engineer; Kevin Lunsford, Police Chief; Steve Ritter, Finance Director] First reading, no action taken. 6. REQUESTS FOR CITIZEN PARTICIPATION An opportunity for citizens to be heard on any topic and for the City Council to participate in the discussion. No action will be taken. No requests were received by noon on Tuesday, April 25, 2017. 7. MEDIA INQUIRIES RELATED TO MATTERS ON THE AGENDA There were no media inquiries. 8. ITEMS OF COMMUNITY INTEREST (Hear announcements concerning items of community interest from the Mayor, Councilmembers, and City staff, for which no action will be discussed or taken.) Mayor Brauninger reminded all of the Wine Down, Shop Small event taking place on the Square this Thursday evening, inviting all to come out to support downtown businesses and the restaurants and wineries being featured in them. He added that the next two weekends will be busy ones in Huntsville. This weekend will be the Cinco de Mayo festival and the Airing of the Quilts downtown, and next weekend will be SHSU graduations (including the City Manager's intern, Chandler Hodgson!), the General Sam Houston Folk Festival, and Mother's Day. The Mayor said this means lots of traffic and lots of visitors to our community, which is great, and encouraged all to be gracious hosts, hospitable in traffic, and happy to share Home Sweet Huntsville. Mayor Pro Tem Olson gave an HISD Minute!- Superintendent Wright has provided a short Legislative Update video on the HISD home page at www.huntsville-isd.org. He discusses school vouchers, the new A -F school grading system & a bill coming soon to address it, and overall school funding. He notes and asks the following: Follow these issues, read the bills, & think about how they might impact you and our school system. Remember that public school funding has still not gotten back up to the 2011 levels. Remind your legislators that you are a voter. Tell your legislators what you're for, not only what you're against — they need help finding solutions & working through these tough issues. Mayor Pro Tem Olson also announced the ASSA Under -7 softball team called Never Quit, coached by Casey Collum, was currently ranked #1 in both the state and the nation. Councilmember Humphrey congratulated the community for supporting the passage of the smoking ordinance tonight, making Huntsville the 73rd city in Texas with a comprehensive smoke-free ordinance. She said residents could learn more at www.SmokeFreeTexas.org! Councilmember Rodriquez expanded on the Airing of the Quilts show this Saturday, May 6, and encouraged everyone to come out. He shared information on the Cinco de Mayo celebration being held at Rather Park, also on Saturday. Councilmember McCaffety said the SHSU baseball team hosted McNeese three days this past weekend and beat this #1 conference team. Councilmember Humphrey reminded everyone that this is Small Business Appreciation Week and next week is Teacher Appreciation Week. Mayor Pro Tem Olson expressed condolences for the loss of former Councilmember Marge (Marjorie) Rex. Councilmember Loll announced the Arthur Turner exhibit now open at the Wynne Home. ADJOURNMENT Mayor Brauninger adjourned the meeting without objection at 7:02 p.m. WORK SESSION TO FOLLOW MAIN SESSION — Consider a presentation and discussion to review opportunities for a grant to pursue a Recreation Center as per the City Council's adopted 2017 Strategic Plan. (Councilmember Allen did not attend the work session.) Work session began at 7:10 p.m. Dr. Sherry McKibben, Director of Neighborhood Resources, shared information about grant possibilities.
