RESO 2010-11 - Boys & Girls Community Shelter, FEMA Hazard Mitigation GrantRESOLUTION NO. 2010-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AUTHORIZING THE SUBMISSION OF A HAZARD MITIGATION GRANT PROGRAM APPLICATION TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY FOR THE COMMUNITY SHELTER PROJECT; AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE HAZARD MITIGATION GRANT PROGRAM. WHEREAS The City desires to develop a viable community for all citizens, and lack of a community shelter is a threat to the health and safety of Huntsville's citizens; and WHEREAS It is necessary and in the best interest of the City to apply for funding under the 2010 Hazard Mitigation Grant Program (HMGP). NOW, THEREFORE, be it resolved by the City Council of the City of Huntsville, Texas, that: SECTION 1: A(n) HMGP application is hereby authorized to be filed on behalf of the City and be placed in competition for funding under the Hazard Mitigation Grant Program. SECTION 2: The application will be for no more than $2,800,020.00 of grant funds to carry out the Community Shelter Project. SECTION 3: The City shall contribute $78,191.00 (2.8 %) in the form of in -kind match and the Walker County Boys and Girls Club will contribute $621,814 (22.2 %), for a total match of $700,005.00 (25 %). SECTION 4: The Mayor and City Council strongly support this application to address the sheltering needs of the community at large. SECTION 5: The City Council directs and designates the City Manager as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in the Hazard Mitigation Grant Program. SECTION 6: The City Council directs the City Manager to sign a Financial Obligation Letter attesting to the availability of the City's matching portion of the grant.
