ORD CC 09/11/73 - Parks and Recreation board changesAN ORDINANCE AMENDING CHAPTER 13A, SECTION 13A -1, 13A -2 and 13A -4 OF THE CODE OF ORDINANCES OF THE CITY OF HUNTSVILLE, TEXAS BY REDUCING THE NUMBER OF MEMBERS REQUIRED FOR THE PARKS AND RECREATION BOARD BY CHANGING THE TIME OF APPOINTMENT AND REDUCING THE NUMBER OF BOARD MEMBERS REQUIRED FOR A QUORUM AT BOARD MEETINGS, AND BY REPEALING CERTAIN PORTIONS OF SAID ORDINANCE AND PROVIDING FOR AN EFFECTIVE DATE. BE IT ORDAINED BY THE City Council OF THE CITY OF HUNTSVILLE, TEXAS, that Sections 13A -1, 13A -2 and 13A -4 of Chapter 13A of the Code of Ordinances of the City of Huntsville, be amended as follows: SECTION 1. The following subsections of Chapter 13A of the Code of Ordinances of the City of Huntsville are hereby amended to read as indicated: 13A -1(a) There is hereby created and established a Parks and Recreation Board for the City of Huntsville to be composed of seven (7) members. Such Board shall be officially designated as the Parks and Recreation Board of the City of Huntsville. 13A -2(a) The members of such Board shall be appointed by the Mayor by and with the advice and consent of the City Council. Each member shall hold his office for a term of one (1) year from the date of appointment. 13A -4 Election of officers meetings and quorum. The Board shall elect a chairman, a vice chairman and secretary at its first regular meeting after appointment. The Board shall adopt such rules and regulations as it deems best to govern its actions and shall establish a time to meet which shall be not less than once every month. The presence of any four members at a meeting of the Board shall constitute a quorum for conducting business. Any member missing three consecutive meetings shall forfeit his office. SECTION 2. BE IT FURTHER ORDAINED BY THE City Council OF THE CITY OF HUNTSVILLE, TEXAS, that sub - paragraph C, Section 13A -1 of Chapter 13A of the Code of Ordinances of the City of Huntsville, Texas, is hereby repealed. SECTION 3. The fact that the Parks and Recreation Board of the City of Huntsville as presently constituted is impractical and the necessity for a Parks and Recreation program to be planned by members to be appointed renders it imperative that the ordinance herein should be effective from and after the date of its passage and it is so ordained.
