Proc. 2019-14 - Dr. Richard Watkins, 2-11-19 PROCLAMATION NO. 2019-14 WHEREAS Dr. Richard K. Watkins is a local war hero with a lifetime of public service, including serving as Captain in the United States Army, receiving the Purple Heart for his service in Vietnam, as well as the Air Medal with eight oak leaf clusters, after his helicopter was shot down; and WHEREAS he was recently honored with a flag that was flown over the United States Capitol, a recognition coordinated by Congressman Al Green and the Ninth Congressional District of Texas; and WHEREAS Dr. Watkins has served his community and fellow veterans, by founding a veterans’ support and assistance program, as well as serving as a board member, trustee, founder or commissioner in over a dozen local clubs, organizations and committees; and WHEREAS he is a native of Huntsville, graduating from Samuel Walker Houston High School, Prairie View A&M with a bachelor’s degree, Texas Southern University with a master’s degree, and Nova Southeastern University with a doctoral degree in Educational Leadership. NOW, THEREFORE, BE IT HEREBY PROCLAIMED, by the power vested in me as Mayor of the City of Huntsville, Texas that: February 12, 2019 be declared: Dr. Richard Kimball Watkins Day in the City of Huntsville, and encourage all citizens to join in the celebration of the great work of Dr. Watkins in our community.
