RESO 2013-02 - 2014 Victim Assistance - HGAC RESOLUTION NO. 2013-02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AUTHORIZING THE SUBMISSION OF THE 2014 GENERAL VICTIM ASSISTANCE-DIRECT SERVICES PROGRAM GRANT TO THE HOUSTON-GALVESTON AREA COUNCIL (H-GAC) AND THE TEXAS CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE FOR A VICTIMS SERVICE COORDINATOR;AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE 2014 GENERAL VICTIM ASSISTANCE- DIRECT SERVICES PROGRAM GRANT. WHEREAS the City desires to ensure the safety and well-being of all it citizens; and, WHEREAS the City of Huntsville requires the Huntsville Police Department be charged with this task; and, WHEREAS it is necessary and in the best interest of the City to apply for funding under the General Victim Assistance Grant Program; NOW,THEREFORE,be it resolved by the City Council of the City of Huntsville,Texas,that: SECTION 1: A General Victim Assistance Grant Program application is hereby authorized to be filed on behalf of the City and be placed in competition for funding to H-GAC. SECTION 2: The application will be for $59,548.00, of which $47,638.00 will be grant funds, to provide salary and training for a Victims Service Coordinator, and the City agrees to provide matching funds not to exceed$11,910.00. SECTION 3: The Mayor and City Council strongly support this application to address the safety and well- being needs of the Community. SECTION 4: The City agrees that in the event of loss or misuse of the Criminal Justice Division funds, the City assures that the funds will be returned to the Criminal Justice Division in full. SECTION 5: The City Council directs and designates the City Manager, Matt Benoit, as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in General Victim Assistance Grant Program. Issue/Item Description: Authorize the City Manager to apply for 2014 General Victim Assistance Grant from the H- !GAC/Texas Criminal Justice Division and approve Resolution 2013-02. Strategic Initiative Reference: :Strategic Initiative #1 - Huntsville residents enjoy a safe, healthy, affordable, and historic ;community. Background: The City of Huntsville currently has a full-time, grant-funded Victim Service Coordinator. We have received funding for the past 2 years for this position. Facts to Consider: • The City utilized the District Attorney's Victim Service Staff exclusively, before the award of the 2012 Victim's Service Grant. • The City received the first Victim's Service grant in September 2011 for the fiscal year 2012 and the Victim's Service Coordinator was hired in Nov. 2011. The grant was renewed in Sept. 2012 to pay expenses for September of 2012 through August 2013. The Grant period is from September 1 to August 31 each year. We are now into our second grant. • The Victim Service Coordinator has worked with over 300 victims since she has been hired • We would be able to continue to offer effective and comprehensive services to the community • The Victim Service program offers crisis intervention, referrals to community agencies for counseling, sexual assault and domestic violence, safety plans for domestic violence situation, assistance in filing for restitution and relocation for victims, provides support and advocacy for hospital visits and assists victims in registering for notifications • We have strengthened our partnerships with CPS, Safe House, DA Office, and Safe Harbor. • We are able to provide community education on domestic violence and sexual assault in both adults and children. • 20% match required • Can be renewed yearly up to 28 more years Fiscal Impact/Funding Source(s): $59.548 Total Costs Budgeted for Position (Salary, Benefits, Supplies, Technology, Training) ;$47,638 Paid with Grant Monies $11,910 Unreimbursed General Fund Expenses (Match) This grant covers 1 month in FY 12-13 (September 2013) and the balance in FY 13-14 Attachment(s): .
