To provide for the payment of any additional interest that may be required to pay interest on any of the 6% warrants of the city of Huntsville that are being refunded into 5% bonds, which may be occasioned by any delay in consummating the exchange of such 6% warrants for 5% bonds, -a tax -of on -each $160 valuation of 'taxable property;,. provided that so much of this tax as m not be needed for this purpose shall without further order of this Council be credited to 'the general Fund of this oity.
