A RESOLUTION AUTHORIZING THE ADMINISTRATION OF
THE CITY OF HUNTSVILLE TO PREPARE AND SUBMIT A
PREAPPLICATION FOR GRANT FUNDS UNDER TITLE I
OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT
OF 1974, AND ADOPTING A CITIZENS PARTICIPATION
PLAN FOR COMMUNITY DEVELOPMENT.
WHEREAS, the Federal Government has made available grant funds
through Title I of the Housing and Community Development Act of 1974;
and
WHEREAS, such grant funds may be used for a variety of Community
Development activities and purposes; and
WHEREAS, the City of Huntsville desires as much citizen partici-
pation as is feasible in the development and preparation of it's Community
Development application.
NOW THEREFORE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE, TEXAS that the Administration prepare a Community Development
program and preapplication to be submitted to the Department of Housing
and Urban Development for such above mentioned funds; and
BE IT FURTHER RESOLVED that the following Citizens Participation
Plan for Community Development be adopted:
SECTION I. That the City Administration let it be
known to the citizens of Huntsville by
a news release to the local news media.
a) That the City will prepare and submit

an application to the Department of Housing
and Urban Development for Title I grant
funds.
b) That the City will conduct two (2)
public hearings to gain citizen input
and participation into the identification
of eligible activities, the priority of
activities and the development of the
application in accordance with the amount
of funds available for proposed Community
Development and Housing Activities; said
public hearings to be held in the City
Council Chambers at 7:00 P.M. on the
Tuesdays of October 26, 1976 and November
9, 1976.

c) That should any amendments to the
aforementioned application arise for
consideration after it's development
the City will notify citizens of such
proposed amendments and provide citizens
with adequate information and opportunities
via published notice of public hearings to
participate in the amendment(s) of said
application.
