WHEREAS, by Resolution dated November 9, 1971, and
duly passed by the City Council of the City of Huntsville, Texas,
O. C. NELSON was designated as the official representative of the
City of Huntsville to make appearances, file applications , and to
do any and all t`. ings necessary in behalf of the City of Huntsville
before the Texas Water Quality Board and the Texas Water Development
Board or the Environmental Protection Agency pursuant to rules, :
regulations, statutes or otherwise in connection with obtaining '
financial assistance to the City of Huntsville in construction of
water treatment facilities or sewage disposal systems, and

WHEREAS,. the said O. C. NELSON is no longer employed by
the City of Huntsville and a necessity exists for the designation
of an alternate representative of said City for the purposes stated
above for which the said 0. C . NELSON was previously appointed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
-the City of Huntsville, Texas ,that MORRIS I. WALLER, Mayor of said
City of Huntsville, be, and he is hereby in all things authorized
to act in behalf of the said City by appearance or execution of any
documents in connection with the applications pending before Federal
and State Agenc .es for financial assistance in connection with con-
struction of waiver treatment facilities or sewage disposal systems.
WHEREUPON said Resolution having been duly made and re-
corded, was by unanimous vote on this the22_�ay o£ January, 1973,
duly passed by the City Council of the City of Huntsville, Texas .
