RESO 2012-09 - Spring Hills ApartmentsRESOLUTION NO. 2012-09 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, IN SUPPORT OF A DEVELOPMENT TO BE KNOWN AS SPRING HILLS APARTMENTS, A DEVELOPMENT TO BE LOCATED ON THE NORTH EAST CORNER OF STATE HIGHWAY 75 NORTH AND GOSPEL HILL ROAD, HUNTSVILLE, TX , BETTER DESCRIBED AS UNRESTRICTED RESERVE OF 11 ACRES OUT OF THE ROBERT SMITHER HOMEPLACE PLAT, THE APPLICANT BEING SPRING HILLS APT, LP, A TEXAS LIMITED PARTNERSHIP TO BE FORMED; AND AUTHORIZING THE CITY MANAGER TO ACT AS THE EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S SUPPORT OF THIS DEVELOPMENT. WHEREAS, Spring Hills Apt. , LP has proposed a development for affordable rental housing on the northeast corner of State Highway 75 North and Gospel Hill Road (unrestricted reserve of 11 acres out of the Robert Smither Homeplace plat), named Spring Hills Apartments in the City of Huntsville, Texas; WHEREAS, Spring Hills Apt., LP intends to submit application to the Texas Department of Housing and Community Affairs (TDHCA) for 2012 Housing Tax Credits for Spring Hills; WHEREAS, pursuant to the 2012 Qualified Allocation Plan and guidelines, we support the project named Spring Hills Apartments and acknowledge the project will receive tax credits from TDHCA. NOW, THEREFORE, BE IT RESOLVED BY THE CITY CONCIL OF THE CITY OF HUNTSVILLE, TEXAS THAT: Section 1. The City supports the proposed Spring Hills apartment development, and has voted specifically to support the construction of the Development and to support the allocation of Housing Tax Credits for the Development. Section 2. The City Manager is designated as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this Resolution. Background: Spring Hills Apt, LP, is requesting a resolution in support of an application for Housing Tax Credits from the Texas Department of Housing and Community affairs to construct an 80 unit affordable, multifamily housing complex. LDG Development corporation will be constructing the project and the attached development summary describes the project in more detail. LDG proposed a similar project last year for property located off Smither Drive behind the Property Commerce development. This project was not supported by the City and staff worked with the developer to help identify properties more appropriate for this type of development. The proposed location is more appropriate for the proposed development and all of the infrastructure is in place to support the proposed multifamily complex. The development will consist of 80 units including 44 two - bedroom units and 36 three bedroom units. The units will target those with incomes below the area median household income with below market rents. The total investment will be approximately $11 million and take approximately one year to complete. The developer is not requesting any financial support from the City. The proposed project is in accordance with Goal 2.3 of the Comprehensive Plan: A balance of new growth and careful redevelopment within Huntsville. The site is surrounded by public and private services within the immediate area. The site is located in a community with an overwhelming need for more affordable housing. The proposed development will build LEED Silver rated residential buildings and one community building around a playground and tot lot. The proposed project will be built using state issued tax credit financing administered by Texas Department Housing Community Affairs and will target households with incomes of 30 %, 50% and 60% of the Area Median Household Income (AMHI). The unit mix will include (44) 1,060 s.f. two bedroom -two bathroom units and (36) 1,167 s.f. three bedroom -two bathroom units with proposed rents ranging from $310 to $752. Dischinger Development, LLC designed the development towards enhancing the overall well- being of its residents, the community and the natural environment. The floor plans and unit sizes are large, appropriate and appealing, offering 1,060 square feet of living space in the two - bedroom units and approximately 1,167 square feet of living space in the three - bedroom units. These unit sizes will be very marketable in the area and will be comparable to the unit sizes at the existing market -rate rental communities.
