ORD 2012-42 - Speed Zones ORDINANCE 2012-42 AN ORDINANCE RELATING TO SPEED ZONES WHICH SPECIFICALLY DESIGNATES ADDITIONAL AREAS IN THE CITY OF HUNTSVILLE IN WHICH RATES OF SPEED OF THIRTY(30) MILES PER HOUR OR MORE ARE AUTHORIZED; RESCINDING ALL PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND DECLARING THAT ATTENDANT FACTS NECESSITATE IMMEDIATE ACTION. BE IT ORDAINED BY THE CITY OF HUNTSVILLE: SECTION I. That any and all ordinances or parts of ordinances relating to speed zones on Interstate 45 East Frontage Road in the City of Huntsville are hereby rescinded, and the following are additional specifically designated areas in which a rate of speed of thirty(30)miles per hour or more is authorized. A) I-45, for traffic moving in a northerly direction, for the first 0.336 miles, from the intersection with State Highway 75 to the intersection with Southwood Drive, the speed limit shall be fifty (50) miles per hour. For the next 1.345 miles, the speed limit shall be fifty-five (55) miles per hour. For the next 1.715 miles, the speed limit shall be fifty (50) miles per hour. For the next 1.140 miles, the speed limit shall be forty-five (45) miles per hour. For the next 2.945 miles, the speed limit shall be fifty (50)miles per hour. B)I-45, for traffic moving in a southerly direction, for the first 1.474 miles, from the beginning of the Interstate Highway 45 East Feeder Road to the intersection with FM 1791, the speed limit shall be fifty (50) miles per hour. From the intersection with Southwood Dr. for 0.336 miles, to the intersection with State Highway 75, the speed limit shall be fifty(50)miles per hour. SECTION II: WHEREAS, the preservation of the general welfare of the public necessitates immediate action, this Ordinance shall be effective from and after the date of its passage as provided by the Charter of the City of Huntsville. These improvements should generate a positive cash flow great enough to offset the cost of improvements. The intent of this contract is to purchase facility upgrades that improve facility comfort and efficiency. The ESCO will be required to guarantee the design and construction costs, cash flow, performance, and maintenance of all systems.
